Subject: Selling of Alcohol at City Park – Veterans Park
I have been approached by the Hastings Hawks Baseball Club to allow for selling of alcohol
at their baseball games held at Veterans Park. I have enclosed an email from the Hastings
Hawks regarding this issue:

Vendor proper insurance

Is there a need to sell alcohol when visitors are able to provide their own alcoholic
beverage (City ordinance – non intoxicating malt beverage)
?
Should the City receive any compensation from the vendor?
?
If we allow for sales at Hawks games, when and if do we allow for alcohol sales at
other events and where?
?
What is the possible perception of selling alcohol in a City Park?
I encourage the NRRC to think globally regarding this issue and I wish to handle this issue
as we have other issues with asking questions to be sure that we are consistent with our
approach.
I welcome any feedback regarding this new practice of allowing the sale of alcohol at Vets
Park to sell items.

A few reasons the Hawks favor the operation of a Beer Garden by BIERSTUBE and GREEN MILL at
home games.
In the Classic Cannon Valley League, the Hawks concession stand is the only one that does

not offer beer.
Argument: But in Hastings - people can bring in their own because it is a City Park that
o
allows it.
Many people don't want to be bothered with bringing a cooler and would rather
?
have the convenience of purchasing a beer or two at the ball game.
This would assist in maintaining the ordinance in place at Vets - it only allows for
?
3.2% alcohol and it can be assumed that most people bring in 'strong' beer
Of the other parks... Dundas, Red Wing, Northfield and Cannon Falls are all City
?
owned and maintained parks, but they sell beer at the games. Miesville does as
well, but their situation is different.
The two operators would carry all insurances necessary and have their MN Caterer's license
?
which allows for them to sell off-site. The Hawks would not have to spend a dime to provide
fans with beer if they desire it.
The operators have to provide some form of food to be compliant with MN Caterer laws. They
?
would provide nachos (Hawks stand does not offer them) and would donate the food income to
the Hawks.
So the main reason is economic... for two local businesses who have been strong supporters of
Hawks baseball as well as the entire community of Hastings and for the Hastings Hawks.
