HomeMy WebLinkAboutHPC Minutes 20090915 HASTINGS HERITAGE PRESERVATION COMMISSION Minutes of the Meeting of September 15, 2009 Held at 7:00 p.m. at City Hall I. Quorum : Goderstad, Dahl, Martin, Sovik-Siemens, LaBreck, Hellie, Simacek, and Wittgenstein present. Staff: Fortney; Chairman Goderstad called the meeting to order. II. Minutes A.July 21, 2009. A motion by LaBreck for approval was made and seconded by Sovik- Siemens with the following condition; motion carried. Martin was not at the July meeting. B.August 18, 2009. A motion by LaBreck for approval was made and seconded by Martin; motion carried. II. Review of building permits or design proposals th A.114 6 St E- new shed Fortney presented the staff report. The applicants would like to build a small 10x12 shed in the rear of the property. The siding used will be a fiber-cement type and be painted to match the home. Commissioner Dahl said that salt box style architecture is not typical in this area. She added that is common in the east. Commissioner Martin said that the Guidelines say sheds should be compatible with the companion house. Commissioner LaBreck said he has seen some salt box style structures in the Twin Cities. Commissioner Hellie said they would probably like to begin building it soon. He added that there may be a way to have staff work with them to put together a proposal that is inline with the guidelines. A motion by Hellie to approve the Shed placement, seconded by Martin with the following significant conditions; motion carried. The salt box style should not be used The style should be similar to the existing garage Siding layout should be compatible with the existing garage and house Staff must approve the changes to the proposal to determine if it is consistent with the HPC conditions. IV. Business A.Discuss Design Guidelines relating to signs Fortney presented the staff report. At the last meeting the HPC directed staff to determine how much larger the Mississippi Belle sign could be. Upon researching the issue, staff determined that they are not permitted to have a wall sign along 2street. A roof sign’s size is subtracted nd from allowable wall signage and the roof sign of the Belle is much larger than is allowed so there would be no additional signage credit allowed for a wall sign. I sent the applicants a letter notifying them that their sign permit application was denied for this reason. I also mentioned that they have the following 5 options for recourse: 1. Remove the wall sign. 2. Remove or significantly reduce the size of the roof sign. 3. Replace the wall sign with an awning, which may include advertising on the valance. 4. Relocate the wall sign to the West wall of the building. 5. Obtain a variance from the City Council after Planning Commission and HPC review. Also at the last HPC meeting some Commissioners expressed interest in modifying the HPC Design Guidelines relating to Signage. At our meeting we can discuss this possibility. During my research of the Belle Sign, I found sign requirements in the zoning ordinance for downtown that are more specific and ridged than the HPC Design Guidelines. This may alleviate the need to modify our Guidelines. Commissioner Simacek said he would be in favor of approving any font downtown that was in existence prior to a specific date such as 1950. Commissioner Wittgenstein added that font information like dates of use may be available on the internet. B.Seek Publication report Wittgenstein updated the HPC and asked for examples of families who have preserved their homes for generations. She also asked for examples of more recent examples of preservation. V. Adjourn. Motion by Martin, second by Simacek to adjourn; motion carried. – 8:35 P.M.
