HomeMy WebLinkAbout19870212 Charter MinutesCHARTER C(7MMISSICN MINUTES February 12, 1987 Present: Earl Beltz, Charles Caturia, Dick Dobrick, Wint Hartman, Janice Johnson Absent: Judith Gilbert, Michael Hovgasrd, Jeanne McGree The meeting was called to order by Chairmen Caturia at 7:44 p. m. in s meeting room at St. Philip's Lutheran Church. The minutes of the January 29 meeting were approved as prepared. Chairman Caturia announced that he is resigning from the Charter C rnmnission, effective after tonight's meeting. Dick Dobrick reported that Ms. Bonnie Johnson, doing business as Computec Services, 204 Sibley Street, Suite 203, Phone 437-1141, comes highly recommended by the Downtown Hastings Bu=+neas Association, for whom she serves as secretary. She offers to serve as recording secretary at Charter Commission meetings for $10 per hour, estimating that minutes for a typical two-hour meeting could be prepared in final form in approximately one hour. Additional copies of minutes would cost 15¢ per page, and she could make copies and mail out minutes and notices to Commission members for time and materiels, if we so desired. Mr. Dobrick moved, seconded by Mr. Hartman, to engage Bonnie Johnson as recording secretary for future meetings. Motion passed. Earl Beltz moved, seconded by Mr. Caturia, that Wint Hartman be elected Chairman and Dick Dobrick Vice Chairman, effective after tonight's meeting. Motion adopted. A letter dated February 12 from Chairman Caturia addressed to Mayor Stoffel and members of the City Council was read, reminding them that the Council is not complying with Section 4.01 of the Charter, which requires the use of an effecting.voice-amplifying or public address system at ell public meetings of the Council, its committees and subcomm;ttees. Commission goals £or the near future were discussed, including: 1. Need for additional members of the Commission. Minnesota statutes provide for 7 to 15 members, and we will stand at 7 after tonight's meeting. 2. Need to develop a set of by-laws, which might address such issues as welcomine testimony from the public at Connnission meetings, but that the public would not participate in the deliberstions by the Commission; use of the City Attorney as legal counsel for the Copnnission, with provisions for.engaeing outside specialized legal counsel when necessary. 3. Development of Charter"provisions fora specified number of persons to serve on various Council committees, on which the Council had requested the Charter Commiss;on to make recommendations. 4. Review of other provisions of the Charter, such as that regarding selection of an Acting Mayor. Charter Commission - Minutes February 12, 1987 - Pale 2 Mr. Hartman moved, seconded by Mr. Dobrick, that the Commission hold its ~ next meetinP on Thursday, April 9. Motion adopted. Mr. Hartman moved, seconded by Mrs. Johnson, that the Commission thank Chairman Caturia for his leadership during the past three years of work and accomplishment by the Commission. Motion adopted.
