Call to Order and Quorum

A roval of Minutes
was called to order at 7:00 pm by
Tam Novak, and he declared a quorum
The October 14th, ].993 minutes were distributed
and read by those present with the following
correction: the second page - last word of the
first paragraph should read "Statute" instead of
"Statue". Motion was made to ~-the change by
E. Kaiser, seconded by D. Kehn. c~ ~
ITEM IV
Unfinished Business
Section 3.06 Mayor - Law Enforcement
D. Osberg and S. Moynihan were appointed, at the
direction of the Charter Commission, to clean up
the content of this sect?_on and make it more
clear. It was stated that the content is still
the same, but the style and language could be a
little different.
E. Kaiser questioned the order of the paragraphs
as did V. Brown. After same discussion, the
following was accepted:

The Mayor shall appoint the Chief of Police with the approval of
the City Council, as so governed by the Hastings Police, Civil
Service Commission Rules.
The Mayor shall be the appointing authority for purposes of
appointment, promotion or dismissal, in consultation with the
Chief of Police, and as required by the Hastings Police, Civil
Service Commission.
The Chief of Police shall be accountable to the Mayor for the
administration, efficiency, effectiveness and discipline of the
Police Department and deployment of Police Department personnel.
The Police Department of the City of Hastings shall be
administered and directed by the Chief of Police. The Department
shall be composed of the Chief of Police and such other number
and rank of personnel as may be authorized and budgeted far by
the City Council.
All persons appointed or promoted to the Police Department shall
be persons qualified and certified by the Hastings Police Civil
Service Commission in accordance with the Ordinances of the City
of Hastings and Minnesota State Statutes.
The Mayor may appoint citizens, including City Councilmembers, to
a committee to advise the Mayor on Police Department matters.
The authority of the committee shall be advisory only.
A motion was made by K. Harrington and seconded by
V. Drown to accept the above as written.
ITEM V
New Businesss
A discussion was held on the day for which the
Charter Commission quarterly meetings should be
held. It was decided to change the meetings from
the 2nd Thursday to the 3rd Thursday.
The next meeting will be held on the 3rd thursday
of January, 1994 - in the New City Hall at 7:00
pm.
D. Myklebust moved to adjourn - seconded by P.
Mathison. The meeting adjourned at 8:00
pm.
