HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes of the Meeting of February 16, 2010
Held at 7:00 p.m. at City Hall
I.Quorum
: Goderstad, Dahl, Sovik-Siemens, LaBreck, Hellie, Wittgenstein, and Simacek
present. Staff: Fortney; Chairman Goderstad called the meeting to order.
II. Minutes
A.January 19, 2010. A motion by Sovik-Siemens for approval was made and seconded
by Wittgenstein; motion carried.
III. Review of building permits or design proposals
A.1629 Vermillion St- LeDuc- chicken coop
Chad Roberts, Executive Director of the Dakota County Historical Society spoke about the
proposed chicken coop. He said they are not seeking approval tonight because their plans
may be modified to meet the requirements of SHPO, but they would like the HPC to inform
them of any issues they see with their plans in general.
Commissioner LaBreck said he has no issues with the proposal.
Commissioner Dahl asked what type of fencing was being proposed. Representatives from
the LeDuc Mansion stated that they were not sure at this point, but they believe some type of
poultry netting or wood laths would have been used. They are considering chicken wire also.
Dahl said she sees the proposal being more for the purposes of interpreting the use of the
property and the lifestyle of those who lived there than just about the structures.
A motion by Hellie to table the item at the request of the DCHS, seconded by LaBreck;
motion carried.

B.307 7 St West – review concept proposal for an attached garage.
Sherry Holtmeyer, property owner said she is planning to demolish the homes addition and
rebuild one in its place that would include a 4-car garage. Previously the HPC informed her
that a 4-car garage is not consistent with the area. Holtmeyer has come back to the HPC to
ask the HPC if it would be acceptable to have a 2-car garage below grade under another 2-car
garage. The 2 garages would face different directions. She believes this proposal would
reduce the size and large appearance of the new garages in the addition.
Commissioner Simacek said there would be issues with drainage and a steep grade exiting
the lower garage.
Dahl said the proposal in not in compliance with the guidelines or the nature of the district.
Simacek said he doesn’t thing the Planning department would allow this type of garage
configuration. Fortney said the Zoning Ordinance would not prohibit it, but he was not sure
if the Building Department would.
Chair Goderstad said there are no other underground garages in the district and the next step
should be to have an architect put together some plans for official review.
Holtmeyer said she would like to have more certainty from the Commission prior to having
any plans drafted.
A motion by LeBreck to carry out a straw poll to see the following, seconded by
Wittgenstein; motion carried.
Is building a zero grade garage attached to a house fit the Guidelines for this historic
district?
Ayes: 1
Nays: 2
IV. Business
A.Discuss Commissioners’ items of discussion
A motion by Sovik-Siemens to table the discussion until the next meeting, seconded by
Wittgenstein; motion carried. Nay: Hellie.
V.Information and Reports.
A.Commissioner Sovik-Siemens said that she along with Wittgenstein and Dahl will begin
looking at homes that should receive a preservation award.

Motion by Hellie, second by Simacekto adjourn; motion carried. – 8:50 P.M.
