Breunig # Chief Judge of District Court Dakota County Government Center ; 1560 Highway 55 Hastings, Minnesota 55033 Re: Annual Report of the Charter' Commission for the C~.ty of Hastings, Dakota County, Minnesota Honroable Judge Breunig~ Per Minnesota Statutes annotated 410.05, Subdivision 2, 'The Hastings Charter __ Co~n.ission submits the following annual report of our activities and accomplishments for the year 1976. Since the Charter Coinmissian has just been made aware of this requirement, the annual reports are also included back to the year of 1959 when the Commission initiated a complete charter revision. 1969 The Hastings Charter Commission was reactivated with a full fifteen member Commission. Thought was given to an extensive charter revision= 1970 - 1973 -----With-the exception of summer recesses the Commission thoroughly revised, up-dated, and codified the Hastings City Charter. The revision was finally completed and approved by ordinance passed. by the City Caumcil. Zt laecame the effective City Charter on Apr3.1 25, 1973. The Commission recessed for the summer ar~d was inactive for the balance of the year. 197+ On March 12, 1974, the Charter Commission again resumed monthly meetings. 1+Ir. The extr~nsive study and discussion of the four charter sectxr~ns was completed - In addition a simple proposed charter amendment in Section 3.La was approved ~iy the Commission. Further cansideratio~ of Section 3.02 ELECTIVE OFFICERS, was tabled indefinitely. Section 4.02 APPOZNTBD OFFICERS~CITY A~]MINiSTKATOR was also considered as it ~-~--- related to Section 3.06, Attached is a copy of the. proposed Gharter Amendments (dated February l9, 1.976) submitted to the City Council-for adoption by ordinance procedure. Proposed amendments of Sections 1.03; 3.08; and 3.10 were approved by ordinance procedure of the City Council.. The Council. did reject the proposed amendments to Sections 3.06 and 4.02. The Gharter Commission then directed that these proposed amendments be put to a referendum oz~ November 2, 1976. The referendum failed by $ votes short of the 5l% utajority requirement, In November the Charter Commission began prelitninax~y consideration of these ----Sections for possible revision.
