Council io requested to approve the first reading and order a public hearing for April
15, 2002 to consider an amendment to the Home Rule Charter to officially change
the ward boundaries as a result of the 2000 census results.
Back Information;
In the Council packet, Mayor & Council received maps of proposed boundary
changes for ward boundaries. It was discovered that two Small pieces of land that
were annexed in the last few yearo were not included on those maps (they are not
included in the census, but we do have to include them in our redistricting maps).
Additionally, these two pieces of [and have been included in Congressional District
36, while the root of Hastings, including the small parcel in Washington County, are
in Congressional District 57. Therefore, the City must establish different precincts
for those parcelo to accommodate the differing political races that will be
conducted in those different districts.
Therefore, Staff has prepared a revised map outlining these changes. You will
notice that Ward 4 will be establ[shing a new Precinct 2 and Ward 1 will be
establishing a Precinct 3 (Ward 1, Precinct 1 is in Washington County).
The Charter Commission of the City met this afternoon and has reaffirmed these
maps and has recommended approval of these changes by ordinance. included with
this packet is a resolution outlining Council approval for these changes and holding
the first reading, and ordering the Second reading and setting a public hearing on
Monday, April 15, 2002.
Approval for this action must be done by 7 Councilmembers.

A RESOLUTION BY THE CITY COUNCIL OF THE
CITY OF HASTINGS APPROVING THE FIRST READING
AND ORDERING A PUBLIC HEARING:
DESIGNATING WARD BOUNDARIES AND WARD PRECINCTS
FOR THE CITY OF HASTINGS
WHEREAS, a federal census was conducted in 2000 and the City of Hastings'
population increased; and,
WHEREAS, The City of Hastings has wards from which four councilmembers are
elected and those wards must be divided as equally as practicable by population per state
statute; and,
WHEREAS, state statute also states that one election precinct cannot be in two
legislative districts; and,
WHEREAS, the City of Hastings is divided into three legislative districts: 57A, 578,
and 378; and
WHEREAS, the Charter Commission of the City of Hastings has reviewed different
options for redistricting and reestablishing ward boundaries based on these changes and
state statute; and
WHEREAS, the Charter Commission of the City of Hastings has recommended
establishing the following ward boundaries to divide the City of Hastings into four wards
divided as equally as practicable based on population; and
WHEREAS, the Charter Commission of the City of Hastings has recommended that
the following boundary line changes be made by amendment to the City of Hastings'
Ordinances; and
WHEREAS, for an ordinance amendment, the City of Hastings must hold the proper
public hearings prior to adopting any changes.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HASTINGS;
1. That the City Council of the City of Hastings hereby approves the first reading
for an amendment to the Hastings Home Rule Charter, Chapter 1, Section
1.03 as presented and as attached to this resolution.
2. That the City Council of the City of Hastings hereby orders a second reading
and a public hearing for comment on said amendments to the Hastings
Home Rule Charter, Chapter 1, Section 1.03 as presented to be held at their
regular City Council meeting of Monday, April 15, 2002.
3. That City Staff is hereby directed to publish notice of said public hearing.

REDISTRICTING NOTES
• 2000 legislation requires cities to acquire maps for all school districts within their city
limits. School district maps are included in the GIS database file. Cities may want to
consider their ability to draw precinct and ward boundaries to follow school districts
boundaries.
From April 1, 2000 to April 1, 2002, all precinct boundaries must follow a census block
line. Starting April 1, 2000, boundaries of all election precincts must follow visible, clearly
recognizable physical features.
