HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes of the Meeting of March 16, 2010
Held at 7:00 p.m. at City Hall
I.QuorumGoderstad, Dahl, Sovik-Siemens, LaBreck, Hellie, Martin, and Simacek
:
present. Staff: Fortney; Chairman Goderstad called the meeting to order.
II. Minutes
A.February 16, 2010. A motion by LaBreck for approval was made and seconded by
Dahl; motion carried.
III. Review of building permits or design proposals
A.1629 Vermillion St- LeDuc- chicken coop
Chad Roberts, Executive Director of the Dakota County Historical Society spoke about the
proposed chicken coop. He said their plans were slightly modified from the previous
meeting. The changes include cedar shakes for roofing rather than asphalt shingles and all
visible materials will be consistent with the period of the LeDuc property. He added that if
SHPO requires modification to their proposal, they will have the modifications approved by
the HPC.
A motion by Martin to approve the proposed chicken coop, seconded by LaBreck;
motion carried.

B.307 7 St West – review garage and addition demolition and concept proposal for
an addition.
Sherry Holtmeyer, property owner said she is planning to demolish the homes detatched
garage and addition and rebuild a new addition in its place that would include a 4-car garage.
Previously the HPC informed her that a 4-car garage is not consistent with the area.
Holtmeyer has come back to the HPC to ask the HPC if it would be acceptable to have a 2-
car garage below grade under another 2-car garage. The 2 garages would face different
directions. She believes this proposal would reduce the size and large appearance of the new
garages in the addition.
Chair Goderstad opened the public hearing at 7:20 pm.

Cindy Wagner, owner of 223 7 Street W said she demolished her historic garage too
because it was in such poor shape.
Commissioner Hellie said he had inspected the garage years ago and from what he
remembers, it was in very poor shape.
A motion by Hellie to approve the demolition of the garage, seconded by LaBreck;
motion carried.
Commissioner Martin asked if the Commission should approve a demolition prior to
approving its replacement.
Fortney said the Commission could approve it contingent on a future approval of an addition
by the HPC.
Demolition of addition
Commissioner Dahl asked what the condition of the rest of the home is.
Holtmeyer said it is poor. She added that it has no kitchen and must be totally remodeled.
She said the addition was not properly tied to the house and has major problems with the
roof, sill, foundation, plumbing, and siding.

John Henry, owner of 308 7 St W said we have been looking at this dilapidated home for a
couple years and if you don’t let her replace the addition and fix it up we will be looking at it
in its current state for much longer. He added that the approval should be inline with the
Guidelines.

City Councilmember Joe Balsanek, owner of 224 7 St W said can the HPC consider both
the inside and outside repair costs in determining if it is feasible to renovate the home.
Fortney said the HPC may consider interior repair costs in determining the extent of repair
necessary to renovate rather than demolish. Fortney asked Holtmeyer if she had received any
proposed costs to renovate.
Holtmeyer said she hadn’t had an actual bid preformed, but a contractor had estimated the
cost to repair all the issues listed on a home inspection report to be about $200,000.

Andy McCoy, owner of 209 7 St W said he works in the building trade and has seen the
structure up close. He said it has severe problems that would be time-consuming and costly
to repair.
Commissioner Martin said she is surprised the applicant submitted this application because
as she was told at previous meetings, the proposal is a gross violation of the Guidelines due
to it having a 4-car garage and an immense size.
Balsanek asked what the difference in size is from the original to the proposed.
Holtmeyer said the proposed addition minus the garage portion is about the same size as the
existing addition but turned sideways.
Balsanek asked if she considered building the garage detached from the house.
Holtmeyer said there isn’t too much room for that and she would like it attached.
Chair Goderstad closed the public hearing at 8:12 pm.
Martin told Holtmeyer she applauds her efforts in renovating this home, but the proposal
doesn’t yet fit with the Guidelines.
A motion by Martin to deny the proposed addition based on the following findings,
seconded by Sovik-Siemens; motion carried.
The mass of the proposal is too large in comparison to the property and surrounding
area as outlined in the Guidelines.
Simacekmotioned to add that the proposal also does not fit the Guidelines in respect to
having garage doors facing Spring nor does the driveway access on Spring St meet the
OHDS requirements that the HPC uses as guidelines in the heart of Hastings (OHDS
area/ conservation district), seconded by LaBreck.
A motion by Simacekto approve the demolition of the rear addition contingent on an
HPC approved replacement addition, seconded by LaBreck; motion carried. Sovik-
Siemens opposed.
C.313 Ramsey Street – Remove rear stairs.
Fortney said the applicant would like to remove some non-historic precast steps from the rear
of the building that lead to a door that is not used.
A motion by Sovik-Siemens to approve the removal of the steps, seconded by Hellie;
motion carried.
IV. Business
A.Discuss Commissioners’ items of discussion
A motion by Martin to table the discussion until the next meeting, seconded by
Simacek; motion carried.
V.Adjourn.
Motion by Martin, second by Simacekto adjourn; motion carried. – 8:30 P.M.
