Staff: Fortney; Chairman Goderstad called the meeting to order. II. Minutes A.March 16, 2010. A motion by Sovik-Siemens for approval was made with the following correction and seconded by LaBreck; motion carried. “A motion by Simacekto approve the demolition of the rear addition contingent on an HPC approved replacement addition, seconded by LaBreck; motion carried. Sovik-Siemens opposed.” III. Review of building permits or design proposals B.718 Vermillion St – new fence Alex Smith, Applicants son explained they are proposing to remove some old chain link fencing and replace it with wrought iron fencing. There may also be some gates made out of the same fencing material. A motion by LaBreck to approve the proposed fencing, seconded by Simacek; motion carried. th A.110 4 St - Elm Salon – Projecting wall sign Fortney presented the staff report. The applicant originally wanted a 3’ by 10’ banner, but staff discussed the Guidelines with her, which caused her to amend her proposal to a wooden sign. The proposed sign will be similar to the exiting monument sign. Fortney added that the projecting sign regulations in the zoning ordinance for downtown are fairly strict and do not apply to this property, but the HPC may want to use them as a Guidelines for this property. There are many similarities between this building and site and the downtown. The Guidelines do not allow signs of plastic and recommend metal or wood. Commissioner Martin said the applicants did such a great job with the building, which leads her to believe they will also do a nice job on the sign. Commissioner Simacek asked how far off of the building the zoning ordinance allows projecting signs. Fortney said downtown they are allowed 2.5’ and other places are allowed 4’. Simacek asked what the requirements are for anchoring the sign. Fortney said they are required to install anchors in the mortar when it is possible. A motion by LaBreck to approve the sign made of wood, metal, or canvas, seconded by Simacek; motion carried. A motion by Martin to add the following conditions, seconded by Wittgenstein; motion carried.  Projection of 2.5’ or less  Similar design as existing monument sign  Only anchor in mortar when possible IV. Business A.Preservation Awards Commissioner Wittgenstein presented the runners up to the commission: th 737 W 4 St th 121 E 5 St th 725 W 6 St 603 W 6th St th 315 W 7 St th 301 W 8 St th 308 W 9 St 925 Tyler St 714 Tyler St The commissioners each chose 5 properties to be presented with an award at this time and the 5 with the most votes were: th 725 W 6 St th 315 W 7 St th 308 W 9 St th 121 E 5 St 925 Tyler St A motion by Martin to present awards to the top five properties, seconded by Simacek; motion carried. B.Discuss the Commission’s Guidelines Fortney said properties on corners have been difficult for the HPC to deal with because they are not differentiated from mid block properties. The Guidelines should specify what part of a corner lot is considered the front and rear. Simacek explained that he believes the front is the part facing the addressed street, halfway back the interior side and all the way back on the exterior side. Fortney said he would put together an amendment to the Guidelines for the next meeting with language and a diagram similar to what Simacek stated. Commissioner LaBreck said he would like to look at the big picture of the Commission and rather than having ambiguous guidelines the HPC should have a list of properties and say what they can or can’t do. Simacek said that may cause an issue when there are new commissioners who feel different in the future. Commissioner Dahl said there are architectural details that must be looked at by a commission on a case by case basis. Chair Goderstad said he didn’t see how the HPC could possibly look at all the properties and specify all they could do. LaBreck said they could develop a formula that would specify exactly what and wasn’t acceptable for properties based on the structures age, style, etc. LaBreck said the Guidelines were written by a consultant and are outdated. Goderstad said - the Guidelines were adopted in 2002. Commissioner SovikSiemens said a consultant wrote them specifically for Hastings based on the Secretary of the Interior’s Standards for Rehabilitation. LaBreck said the commission could add more policy statements similar to do’s and don’ts. V.Adjourn. Motion by Dahl, second by Martinto adjourn; motion carried. – 8:50 P.M.
