Osberg requested that the following items be added to the Consent Agenda:
19. Approve MAAG Joint Powers Agreement
20. Set a Special City Council Workshop for June 21, 2010 at 6:00 p.m.
Clarify that Item #16--Park User Variance Request is for Friday, July 23, 2010
VI. CONSENT AGENDA
The items on the Consent Agenda are to be acted upon by the City Council in a single motion. There will be no discussion
on these items unless a Councilmember or citizen so requests, in which event the items will be removed from the Consent
Agenda to the appropriate Department for discussion.
Slavik requested that Item 16—Park User Variance Request, be moved to #4 under Administration

VII. AWARDING OF CONTRACTS AND PUBLIC HEARINGS
1. Public Hearing – Storm Water Pollution Prevention Plan Annual Update
Caven introduced the item
Mayor Hicks opened the public hearing at 7:05; hearing no comments, the public hearing was
closed at 7:05 p.m.
2. Public Hearing for Taxi License—Drive About, Inc. and Crabby Cabby, Inc.
Mesko Lee introduced the item

Dennis L, 1284 13 Street West, inquired as to who needs to be licensed; Mesko Lee clarified
that the state licenses certain services based on vehicle size and municipalities can license
smaller vehicles
Hearing no further comments, the public hearing was closed at 7:08 p.m.

1. Resolution 06-08-10 and 06-09-10—Approve Taxi Licenses: Drive About, Inc.
and Crabby Cabby, Inc.
Nelson, Schultz to approve as presented
2. Approve Policy Amendment—Permitting Sale of Alcohol at Vets Park
Bernstein introduced the item
Schultz, Slavik to approve as presented for the 2010 season only and for staff to
provide an update in early 2011
3. Appointment of Police Chief
Osberg introduced the item and noted that the Public Safety Committee, in
conjunction with the Police Civil Service Commission, recommended Paul
Schnell to be named as the next Police Chief
Schultz, Nelson to approve as recommended
Council noted appreciation for those parties, including citizens, staff and
appointed and elected officials for their work on the process
Mayor Hicks noted that he has appointed Lieutenant Kegley as interim Chief
until Schnell starts on June 28, 2010
4. Park User Variance Request
Slavik, Nelson to refer this item to the P&R Committee of the Council for a
recommendation by the June 21 Council meeting

There was an additional question about the taxi licensing process

XII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS:
Alongi requested an update on the speed reduction on Highway 61 north of the
bridge. Mayor Hicks noted that signage and coordination of efforts among Hastings
Police, Washington County and State Patrol are occurring to slow traffic
HEDRA will meet on Thursday, June 10 at 6 p.m. at City Hall
Mayor Hicks noted that City Administrator Osberg will be awarded the League of
Minnesota Cities’ Leadership Award at its annual conference luncheon on Thursday,
June 24. The Council congratulated Osberg on the award
