ROLL CALL Councilmembers Slavik, Alongi, Balsanek, Hollenbeck, Nelson, Schultz, Mayor Hicks Staff: City Administrator Osberg, City Attorney Fluegel, Asst. City Administrator Mesko Lee, Asst. City Engineer Caven, Parks & Recreation Director Bernstein III. DETERMINATION OF QUORUM IV. APPROVAL OF MINUTES Approve Minutes of the Regular Meeting on May 17 and the Special Meeting on May 24, 2010 Minutes approved as presented V. COUNCIL ITEMS TO BE CONSIDERED Osberg requested that the following items be added to the Consent Agenda: 19. Approve MAAG Joint Powers Agreement 20. Set a Special City Council Workshop for June 21, 2010 at 6:00 p.m. Clarify that Item #16--Park User Variance Request is for Friday, July 23, 2010 VI. CONSENT AGENDA The items on the Consent Agenda are to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Slavik requested that Item 16—Park User Variance Request, be moved to #4 under Administration Schultz, Alongi to approve the Consent Agenda as amended 1. Pay Bills as Audited 2. Approve First Reading/Order Public Hearing—Storm Water Management Ordinance 3. Approve Change Order Policy for 2010 Street and Utility Improvement Program 4. Approve Storm Water Utility Appeal—2121 Glendale Road 5. Approve Budget Adjustment and Transfer – Retaining Wall Repair 6. Resolution 06-01-10—Approve Massage Therapist License: Nicole DePalma 7. Resolution 06-02-10—Approve Massage Therapist License: Jinan Zheng 8. Resolution 06-03-10—Approve Fireworks License: TNT Fireworks at Target 9. Resolution 06-04-10—Approve Fireworks License: TNT Fireworks at Cub Foods 10. Resolution 06-05-10—Approve Fireworks License: Pinnacle Fireworks at Clancy’s 11. Approve Outdoor Music Request: American Legion 12. Resolution 06-06-10—Approve Raffle Permit and Temporary Liquor License: St. Elizabeth Ann Seton Church 13. Budget Adjustment—DUI Forfeiture Fund 14. First Reading/Order Public Hearing—Shoreland Ordinance: Conservation Buffers 15. Accept Bid—Trail Maintenance 16. Park User Variance Request—this item moved to Administration 17. Active Living Mini Grant Acceptance: City Cycler 18. Resolution 06-07-10—Accept Donation to Hastings Fire Department of up to $7,000 from Eddy’s Polishing Service VII. AWARDING OF CONTRACTS AND PUBLIC HEARINGS 1. Public Hearing – Storm Water Pollution Prevention Plan Annual Update Caven introduced the item Mayor Hicks opened the public hearing at 7:05; hearing no comments, the public hearing was closed at 7:05 p.m. 2. Public Hearing for Taxi License—Drive About, Inc. and Crabby Cabby, Inc. Mesko Lee introduced the item Mayor Hicks opened the public hearing at 7:05; th Dennis L, 1284 13 Street West, inquired as to who needs to be licensed; Mesko Lee clarified that the state licenses certain services based on vehicle size and municipalities can license smaller vehicles Hearing no further comments, the public hearing was closed at 7:08 p.m. VIII. REPORTS FROM CITY STAFF A. Public Works B. Community Development C. Administration 1. Resolution 06-08-10 and 06-09-10—Approve Taxi Licenses: Drive About, Inc. and Crabby Cabby, Inc. Nelson, Schultz to approve as presented 2. Approve Policy Amendment—Permitting Sale of Alcohol at Vets Park Bernstein introduced the item Schultz, Slavik to approve as presented for the 2010 season only and for staff to provide an update in early 2011 3. Appointment of Police Chief Osberg introduced the item and noted that the Public Safety Committee, in conjunction with the Police Civil Service Commission, recommended Paul Schnell to be named as the next Police Chief Schultz, Nelson to approve as recommended Council noted appreciation for those parties, including citizens, staff and appointed and elected officials for their work on the process Mayor Hicks noted that he has appointed Lieutenant Kegley as interim Chief until Schnell starts on June 28, 2010 4. Park User Variance Request Slavik, Nelson to refer this item to the P&R Committee of the Council for a recommendation by the June 21 Council meeting IX. COMMENTS FROM AUDIENCE:  There was an additional question about the taxi licensing process X. UNFINISHED BUSINESS: XI. NEW BUSINESS: XII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS:  Alongi requested an update on the speed reduction on Highway 61 north of the bridge. Mayor Hicks noted that signage and coordination of efforts among Hastings Police, Washington County and State Patrol are occurring to slow traffic  HEDRA will meet on Thursday, June 10 at 6 p.m. at City Hall  Mayor Hicks noted that City Administrator Osberg will be awarded the League of Minnesota Cities’ Leadership Award at its annual conference luncheon on Thursday, June 24. The Council congratulated Osberg on the award XIII.
