ROLL CALL Councilmembers Slavik, Alongi, Balsanek, Hollenbeck, Nelson, Schultz, Mayor Hicks Staff: City Administrator Osberg, City Attorney Fluegel, Asst. City Administrator Mesko Lee, Community Development Director Hinzman, Police Chief Schnell III. DETERMINATION OF QUORUM Swearing in: Police Chief Paul Schnell Mayor Hicks swore Chief Schnell in and welcomed him to the community. IV. APPROVAL OF MINUTES Approve Minutes of the Regular Meeting and Special Meeting on June 21, 2010 Minutes approved as presented V. COUNCIL ITEMS TO BE CONSIDERED Nelson, Hollenbeck to add Hastings Hawks’ temporary liquor license request and YMCA one-day gambling permit to the Consent Agenda 7-0 VI. CONSENT AGENDA The items on the Consent Agenda are to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Schedule Special City Council Meeting for Monday August 9, 2010 at 6:00 PM to discuss 2011 Budget 4. Budget adjustment for Police Department 5. Public Hearing—Rezoning #2010-24: R-2 to C-3 (108 5 Street East); C-3 to R-2 (504-506 Sibley Street) Hinzman introduced the item. Second Reading/Ordinance Amendment 2010-14—Flood Plain Ordinance: Map Date Schultz, Slavik to approve the ordinance amendment as presented 7-0 3. Second Reading/Ordinance Amendment—Fence Ordinance Discussion about impact on current properties, consistency, City role in review, and overall impact of proposed change Schultz, Alongi to refer this item to the Planning Committee for further review 7-0 4. First Reading/Order Public Hearing—Monument Sign Ordinance Hinzman introduced. Discussion about Planning Committee recommendation to amend and Planning Commission recommendation to not amend the current sign ordinance. Discussion about base use, business purpose of signage, temporary signage, how proposed changes would impact signage Nelson, Alongi to order the public hearing for an ordinance amendment to allow up to nine feet in height 7-0 th 5. Resolution 07-03-10—Variance #2010-33: Sideyard Setback at 526 7 Street West (Carl Fultz) Slavik, Schultz to approve as presented 7-0 6. Consider Sale of Property—#2010-35: Century South Outlot J Schultz, Slavik to refer this item to the Park & Recreation Committee for further discussion 7-0 C. Administration 1. Report from Chad Roberts on LeDuc Mansion Updates on LeDuc events was provided by Chad Roberts & Jessica Bierbrauer, the site manager 2. Electronic Ambulance Billing Slavik , Schultz to approve as presented 7-0 IX. COMMENTS FROM AUDIENCE:  A gentleman spoke about 3M’s plans to expand its permit and impact on local communities X. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS:  The Planning Committee will meet on Tuesday, July 13  The Parks & Recreation Committee will meet on Wednesday, July 14 at 7:30 a.m.  The DCC Executive Committee will meet on Thursday, July 15  HEDRA will meet on Thursday, July 8 at 6 p.m.  Osberg thanked the Council and staff for their support following his recent Leadership Award XIII.
