Staff: Fortney; Chairman Goderstad called the meeting to order. II. Minutes A.April 20, 2010. A motion by LaBreck for approval and seconded by Hellie; motion carried. II.Review of building permits or design proposals A.401 Ramsey St – add to agenda A motion by Martin to add the request to the agenda and seconded by Simacek; motion carried. B.401 Vermillion St – Tattoo Shop – 2 wall signs Gale Grembowski, Applicant, explained that the artistic font will only be used for their business name and plain letters will be used for their phone number and list of services. Commissioner Hellie informed the applicants that the stars on the side of the building are historic and provide a functional purpose and cannot be removed. He added the sign may have to be offset from the wall if the sign ends-up being located in that area. Martin asked if the applicant would be able to paint a boarder around signs. Grembowski agreed. A motion by Hellie to approve the proposed signs with the following conditions, seconded by Simacek; motion carried.  Add a boarder the signs  The metal stars on the side of the building may not be removed  Signs may not be installed in brick or stone, but rather in the mortar. C.401 Ramsey St – partial siding on garage – added to the agenda Commissioner Martin said there was no historic material removed from the building, which is not historic itself. Martin added that since the architectural style of the garage is modern, adding cedar shake siding to it will not be enough to make the structure look falsely historic. Commissioner Hellie questioned if a freeze board should be added between the shakes and the vertical siding. Commissioner Simacek said he didn’t know if there would be room for that. A motion by Hellie to approve the shakes with the following condition, seconded by LaBreck; motion carried.  Wood shakes IV. Business A.Discuss amendments to the HPC Design Guidelines relating to corner lots Fortney said properties on corners have been difficult for the HPC to review because they are not differentiated from mid block properties. The Guidelines should specify what part of a corner lot is considered the front and rear. Simacek explained that he believes the front is the part facing the addressed street, halfway back the interior side and all the way back on the exterior side. Fortney said the best way to address the corner lot is to include wording for corner lots in every section where the word front is listed. He added that a diagram should also be included to explain how interior and corner lots are reviewed. Martin said each paragraph that includes references to the front could have a sentence that spoke to corner lots and also reference the definition/ diagram. Fortney said he would bring back similar modifications that were discussed at the meeting. V.Adjourn. Motion by Martin, second by Hellieto adjourn; motion carried. – 8:01 P.M.
