HomeMy WebLinkAboutPCMinutes-20080211City of Hastings Planning Commission Minutes – February 11, 2008 Page 1 of 3 Hastings Planning Commission February 11, 2008 Regular Meeting 7:00 p.m. Chair Truax called the meeting to order at 7:00 p.m. 1.Roll Call Commissioners Present: Truax, Hiedeman, McInnis, Peine, Stevens Commissioners Absent: Schmitt, Zeyen Staff Present: Planning Director John Hinzman Associate Planner Justin Fortney 2.Swearing in of Planning Commissioners (Truax, McInnis, Hiedeman, and Peine). Commissioners Truax, McInnis, Hiedeman, and Peine were sworn in by Planning Director Hinzman. 3.Approval of Minutes – January 14, 2007 Motion by McInnis to approve the January 14, 2008, meeting minutes. Seconded by Stevens. Upon vote taken, Ayes 5, Nays 0. Motion carried. PUBLIC HEARINGS NONE OTHER ACTIONS 4.Discussion – Discuss future amendment to the Adult Use Ordinance. Associate Planner Fortney gave the staff report. Commissioner Stevens asked if staff was proposing to leave accessory adult uses in the C-4 district. Fortney said yes. Chair Truax asked how this amendment would affect existing adult uses. Fortney said that there are currently no primary adult uses in the city and there are no accessory adult uses affected because the existing ones are not presently conforming because they are not located in the C-4 district. Hinzman added that they can continue to operate but not City of Hastings Planning Commission Minutes – February 11, 2008 Page 2 of 3 expand. Chair Truax said that we should provide a buffer from the trailer park regardless of its zoning classification. Commissioner Hiedeman agreed and mentioned the possibility of extending the district to Industrial Ct to offset the loss of providing a buffer to the trailer park. Hinzman said that Industrial Ct. has more of a commercial nature than an industrial one. Chair Truax said that we should provide a 200-foot buffer adjacent to the trailer park and remove the proposed I-2 district east of it. Commissioner McInnis suggested that (2) (a) could be changed to: Adult Uses—Principal and establishments shall be at least 200 feet from any residential property zoned residential; Chair Truax said that one reason for the proposed amendment is to protect youths from viewing this type of use. However, the proposed area is adjacent to a youth hockey arena. Fortney said that the special use permit can allow restrictions to be placed on it requiring screening from adjacent properties. Hinzman added that the use is ultimately allowed. Chair Truax commented that Industrial Ct. could be extended to the north, thereby expanding the district into a screened area. Commissioner Stevens asked if the 200-foot buffer is from the adult use building or property line. Hinzman said he would find out. Fortney said it was from the building where the use is taking place. Planning Director Hinzman said that staff would like to look into some of the questions posed and bring this topic back for further discussion prior to a public hearing. 5.Discussion – Discuss future amendment to the Home Occupation Ordinance. Planning Director Hinzman gave the staff report. Commissioner Stevens said he had no problem changing the renewal time from 3 to five years. Chair Truax asked staff to confirm all ordinance references reflect the current code. Commissioner Stevens asked staff to confirm that the signage requirements reflect recent sign ordinance changes. City of Hastings Planning Commission Minutes – February 11, 2008 Page 3 of 3 6.Other Business Planning Director Hinzman updated the Commission on an ordinance amendment that the city Council is considering that may change commissions term limits. Hinzman also noted that the Townships have received drafts of the Land Use Chapter of the City’s Comprehensive Plan. 7.Adjournment Motion by Hiedeman to adjourn the February 11, 2008, Planning Commission meeting. motioned, seconded by Peine.
