Hastings Planning Commission
October 13, 2008
Regular Meeting
7:00 p.m.
Chair Schmitt called the meeting to order at 7:00 p.m.
Roll Call
1.
Commissioners Present: Peine, McInnis, Schmitt, Stevens, Vaughan, Zeyen
Staff Present: Planning Director John Hinzman, Associate Planner Barker
Approval of Minutes
2. –September 22, 2008
Motion by Commissioner Zeyen to approve the September 22, 2008, meeting minutes.
Seconded by Commissioner Vaughan.
Upon vote taken, Ayes 6, Nays 0. Motion carried.
PUBLIC HEARINGS
Mark & Monica Frazer – Special Use Permit #2008-26 – Floodway Use Permit – Hubs

Landing.
Action by Planning Commission:
Motion by Commissioner Zeyen to table the Special Use Permit for a Floodway Use Permit.
Seconded by Commissioners Stevens and McInnis.
Upon vote taken, Ayes 6, Nays 0. Motion carried.
OTHER ACTIONS
Comprehensive Plan Presentation

Planning Director Hinzman presented an overview of the 2030 Comprehensive Plan. This
included the requirements for completing the Comprehensive Plan, growth forecasts,
transportation needs, economic development, parks and trails, and the storm water system.
Planning Director Hinzman stated that Bill Weber, the Comprehensive Plan Consultant, and
Tom Montgomery, the Public Works Director, will be at the October 27, 2008, meeting to
answer questions.
Following the presentation, Commission Schmitt questioned the recently passed ordinance
requiring lawns to have sod. In regards to the need for water conservation, Commissioner

Schmitt questioned the possibility of changing this ordinance. Planning Director Hinzman
stated this was a possibility.
Other Business

Planning Director Hinzman updated the Commission past Council actions and on upcoming
items.
Adjournment

Motion by Vaughanto adjourn the October 13, 2008, Planning Commission meeting.
Seconded by Stevens.
Upon vote taken, Ayes 6, Nays 0. Motion carried.
The meeting was adjourned at 7:57 p.m.
