Commissioners Present: Bullington, Peine, McInnis, Stevens, Vaughan, Zeyen, Commission Absent: Schmitt Staff Present: Planning Director Hinzman, Associate Planner Barker Approval of Minutes 2. –November 10, 2008 Motion by Commissioner McInnis to approve the November 10, 2008, meeting minutes. Seconded by Commissioner Peine. Upon vote taken, Ayes 6, Nays 0. Motion carried. PUBLIC HEARINGS City of Hastings – 3.2030Comprehensive Plan. Comprehensive Plan Consultant Bill Weber provided an overview of the Hastings 2030 Comprehensive Plan. Vice-Chair Zeyen opened the Public Hearing at 7:36. About 20 members of the public were in attendance. No members of the public spoke to the issue. Vice-Chair Zeyen closed the public hearing at 7:36. Commissioner Vaughan inquired how far west of Jacob Avenue will be developed. Planning Director Hinzman stated that about a quarter mile will be developed. Planning Director Hinzman added that the plan is intended to be guided by development. Property owners will have the option to expand rather than the City initiating development. Commissioner Stevens asked about the sidewalk policy regarding reconstruction projects. Planning Director Hinzman stated that sidewalks have been more difficult to add for reconstruction projects. He stated that generally, major streets such as General Sieben or Pine Street, along with those being reconstructed by a school have sidewalks added to them. However, there is no requirement for adding sidewalks to local roadways. Planning Director Hinzman further stated that the Comprehensive Plan addresses new streets, but not reconstructed streets. Upon vote taken, Ayes 6, Nays 0. Motion carried. Other Business 4. Planning Director Hinzman updated the Commission on past City Council actions and upcoming items. Adjournment 5. Motion by Stevensto adjourn the November 24, 2008, Planning Commission meeting. Seconded by Peine. Upon vote taken, Ayes 6, Nays 0. Motion carried.
