HomeMy WebLinkAboutPCMinutes-20070108City of Hastings Planning Commission Minutes – January 8, 2007 Page 1 of 3 Hastings Planning Commission January 8, 2007 Regular Meeting 7:00 p.m. Vice Chair Truax called the meeting to order at 7:00 p.m. 1.Roll Call Commissioners Present: McInnis, Peine, Truax, Schmitt, Zeyen Commissioners Absent: Hiedeman Staff Present: Planning Director Hinzman Associate Planner Kari Barker 2. Elect Chair and Vice Chair Motion by McInnis to elect Truax for chair and Schmitt for vice-chair. Seconded by Peine; motion passed unanimously. 3. Approval of Minutes – December 11, 2006 Motion by Schmitt to approve the December 11, 2006, meeting minutes. Seconded by McInnis; motion passed unanimously. Public Hearings 4. City of Hastings – City Code Amendment #2006-59 – Accessory Structure Ordinance relating to carports. Associate Planner Kari Barker gave a staff report. Chair Truax opened and closed the public hearing at 7:05. Commissioner Schmitt requested clarification into the requirements of a building and/or a zoning permit. Commission Truax requested that in the word “steady” be changed to “easy” in Letter C. Commissioner Schmitt repeated his request for clarification. Planning Director Hinzman explained that a building permit will not be required, but a zoning permit will be. He stated that the definition can be modified to add that a zoning permit is required. City of Hastings Planning Commission Minutes – January 8, 2007 Page 2 of 3 Commissioner Schmitt requested that the types of allowable anchoring systems be further defined. Planning Director Hinzman clarified the three requests from Planning Commission as follows: 1)Change the word “steady” to “easy” under Letter C. 2)Clarify the appropriate types of anchoring systems. 3)In the definition of carport, add the requirement of a zoning permit. McInnis moved and Schmitt seconded to approve the City Code Amendment for Chapter 10, Section 10.05, Subdivision 2A Accessory Building and Structure Requirements with suggested changes. Motion passed unanimously. 5.City of Hastings – City Code Amendment #2007-02 – Original Hastings Design Standards. Planning DirectorJohn Hinzman gave a staff report. Chair Truax opened and closed the public hearing at 7:15. Commissioner Schmitt inquired into including “windows” into Letter D, Number 2. Planning Director Hinzman agreed to the addition. Commissioner Schmitt questioned if this Ordinance would apply to a person changing the color of the shingles on the roof of his or her home. Planning Director Hinzman stated that if the value was over 5%, an application would go before the Planning Commission and City Council. Commissioner Schmitt stated his surprise that there were no members of the public. He inquired if notices were sent out. Planning Director Hinzman stated that a notice was published in the newspaper. Chair Truax stated he had attempted to call Jackie Bohler, but did not get in contact with her. Commissioner McInnis inquired if there was a way to differentiate colors of siding in new developments. Commissioner Schmitt stated that these types of requirements are normally written into covenants by the builder. In addition, he stated that the city has not looked into selecting colors. He further added that the city has historically placed more restrictions on multi-family versus single family homes. Schmitt moved and McInnis seconded to approve the City Code Amendment for Chapter 10.13, Subdivision 4, Original Design Standards. Motion passed unanimously. OTHER ACTIONS 6. Presentation of 2006 Annual Report – Staff Report by John Hinzman. Commissioner Schmitt stated that the summary was very nice. Commissioner Truax thanked staff for the report. 7. Other Business Planning Director Hinzman updated the Commission on previous Council activities and upcoming agenda items. 8. Adjourn Commissioner Schmitt motioned and Commissioner McInnis seconded.
