HomeMy WebLinkAboutPCMinutes-20070827City of Hastings Planning Commission Minutes – August 27, 2007 Page 1 of 3 Hastings Planning Commission August 27, 2007 Regular Meeting 7:00 p.m. Chair Truax called the meeting to order at 7:00 p.m. 1.Roll Call Commissioners Present: McInnis, Peine, Schmitt, Stevens, Truax, Zeyen Commissioners Absent: Hiedeman, Staff Present: Planning Director John Hinzman Associate Planner Kari Barker Associate Planner Justin Fortney 2.Approval of Minutes – August 13, 2007 Motion by McInnis to approve the August 13, 2007, meeting minutes. Seconded by Stevens; motion passed unanimously. Public Hearings th 3.Amy Martin – Type II Home Occupation Permit #2007-38 – Haunted Teas – 220 7 Street East. Associate Planner Fortney gave a staff report. Two additional staff recommendations were added, which are: 1)Pass a safety inspection by the Fire Department. 2)Exterior changes shall be approved by the HPC. Chair Truax opened the public hearing at 7:06. No members of the public spoke to the issue. Chair Truax closed the public hearing at 7:06. Commissioner Peine Commended Ms. Martin on the progress and improvements she has th made to the home at 220 7 Street East. Action by Planning Commission: Motion by Schmitt to approve the Type II Home Occupation Permit for Amy Martin. Seconded by Peine. Upon vote taken, Ayes 6, Nays 0. Motion passed unanimously with the following conditions: City of Hastings Planning Commission Minutes – August 27, 2007 Page 2 of 3 1)That the business be operated in compliance with the information provided by the applicant. The applicant shall provide the Planning Department notice of changes that expand the business (i.e. additional outside employees) to determine if the business is operating within the confines of the code. 2)That the business will be operated in compliance with the Home Occupation regulations as established by the Hastings City Council. 3)That the Type II license will be in a probationary status for one year. When the year is up, the Council will review the license and determine whether it should be issued for the remaining two years. 4)Pass a safety inspection by the Fire Department. 5)Exterior changes shall be approved by the HPC. 4.Rick and Sandy Squires – Variance #2007-39 – Addition to a Non-Conforming Garage – 1207 Ramsey Street. Associate Planner Barker gave a staff report. Chair Truax opened the public hearing at 7:18. Andy McCoy, owner of 1208 Tyler Street, spoke to the issue. Mr. McCoy is the rear yard neighbor to 1207 Ramsey Street. He stated that there is usually a large amount of exterior storage on the sides and back of the existing garage. Mr. McCoy expressed his desire to have the exterior storage placed in the expanded garage. Commissioner Peine inquired about the dumpster on the property. McCoy stated that the roof on the home has been in the process of being repaired for six to eight years. In regards to the exterior storage, Commissioner Schmitt stated that there was nuisance property letters sent to numerous homes earlier this year. He also informed Mr. McCoy that there was a number he could call for complaints. Associate Planner Fortney stated that staff would discuss the issue with Code Enforcement. Chair Truax closed the public hearing at 7:18. Action by Planning Commission: Motion by McInnis to approve the Variance for a Non-Conforming Garage to Rick and Sandy Squires. Seconded by Zeyen Upon vote taken, Ayes 6, Nays 0. Motion passed unanimously. City of Hastings Planning Commission Minutes – August 27, 2007 Page 3 of 3 6. Associate Planner Barker updated the Commission on Council activities and upcoming items. 7. Adjournment Schmitt motioned, seconded by Zeyen and Stevens. Motion passed unanimously.
