Hastings Natural Resources & Recreation Commission Minutes
July 16, 2003
1)Cindy Smith, Curator of the Pioneer Room at City Hall, presented a history of
Hastings City Parks to the NRRC. Hastings is among the leaders in terms of acres
of parkland set aside per capita with one acre of parkland for every 32 citizens.
Up until 1950 or so the City of Hastings did not own parks; they were run on a
volunteer basis. In 1968 the City Council passed a zoning ordinance that required
housing developers to dedicate at least 5% of the area being developed as parks.
In 1976 this ordinance was updated to tie the percentage of land dedicated to
parks to the population density of the property being developed. This ordinance
has been responsible for the development of the majority of parkland in Hastings.

2)A city-wide July 4 celebration was held at Lake Isabel. About 600 people
participated; pontoon boat rides were offered; residents raised several $1000 to be
allocated toward cleaning up the lake.

3)The group planning the Grand Excursion met on July 3. Many civic groups are
involved and they are coordinating with the City of Prescott. The next meeting is
Aug. 12 at 7:00 PM at City Hall.

5)Update on Eagle Bluffs Park – The contractor graded the property; residents are
divided; ballots will go out to all residents concerning whether to keep the park at
the current raised level or whether to remove all of the fill.
6)The proposed park dedication fee increase will go to the City Council for

approval at their July 21 meeting. The proposed fee increase recommended by
the NRRC is $850, which would bring the park dedication fee charged to
developers to $1800 now, $2200 on Jan.1 2004, and $2500 on Jan.1, 2005.
7)Spring Lake Park Plan – A draft of the plan will be completed in Sept. The
Hastings NRRC would like to link the bike trail from the park to the Hastings
bike trail.
8)A motion to grant Joan Warner’s request for permission to paint a mural on the
Lake Isabel Park warming house was passed.

9)The next meeting is scheduled for Wed. Aug. 20.
