Minutes of the Meeting of April 17, 2007
Hastings City Hall, 7:00 p.m.
I. Quorum: Commissioners Sovik Siemens, Hellie, Behnke, St. James, Goderstad, Hicks. Staff:
Director Grossman
11. Minutes of February 20, 2007. (No meeting in March, 2007) St. James moved and Behnke
seconded approval; motion carried.
III. Review of building permits or design proposals
A. 715 Vermillion St. Anthony Price. Parking lot expansion, handicapped access ramps and
new access door meeting requirements for neighborhood commercial use.
Parking lot expansion 10 feet to west. Hicks moved and Behnke seconded approval as
proposed on grounds that the change does not alter the house nor the primary view (from
Vermillion) of the property. A retaining wall will be built in the new location using the
existing limestone blocks . Motion carried, 6 -0.
Concrete handicapped access ramp from parking lot to sidewalk. Hellie moved and Hicks
seconded approval as proposed on grounds that the location at the back of the property is
not intrusive. HPC requested that the tree to be removed be replaced with new tree.
Motion carried, 6 -0.
Wooden handicapped access ramp and new 36" access door. Behnke moved and St.
James seconded approval for placement of the door on the south side of the house
between the southwest corner and the window, and a ramp leading to this door from the
existing sidewalk on the grounds that this modification of the proposal does not change
the appearance of the porch or major fagade (from Vermillion). Approval is conditional:
construction plans for the door and ramp must be submitted to HPC staff for approval
prior to application for a building permit. Motion carried, 6 -0.
General condition: As the changes are approved specifically for a Home Occupation
Permit, the certificate of approval will terminate if the City Council does not approve a
Home Occupation or Special Use Permit for applicant in the next 12 months.
B. 201 E. Second St. Jim Reissner. Replacement of deteriorated bulkheads.
Sovik Siemens moved and St. James seconded approval for the replacement of the
bulkheads with wood or Hardy Panel as shown in plan number 2 on the grounds that
original material will not be lost and historic trim details are replicated. Motion carried,
6 -0.
IV. Business
Preservation awards for May, 2007. The following properties were selected:

V. Information and Reports
Sesquicentennial House Tour, May 5. Chairman Goderstad reported on preparations.
Tickets are for sale. The Mayor will announce Preservation Month.
Field Trip application. Grossman reported that the National Trust did not accept the
Hastings /Dakota County proposal.
CLG grant application. Grossman reported that award of the grant was likely.
Planner and HPC Specialist position. Justin Fortney accepted the job offer and ix
expected to start work in early May.
National Trust Conference, St. Paul, October 2 -6. Scholarship applications are available
for commissioners.
Commissioners Hellie and Behnke proposed a historic district sign concept using a view
of the LeDuc House. Grossman will have some plans drafted for next meeting.

Hicks moved and Behnke seconded; motion carried.
