HomeMy WebLinkAboutHPCMinutes-20070515HASTINGS HERITAGE PRESERVATION COMMISSION Minutes of the Meeting of May 15, 2007 Hastings City Hall, 7:00 p.m. I. Quorum: Commissioners Sovik- Siemens, Martin, Warg, Simacek, Goderstad; Staff Grossman. Justin Fortney, new Associate Planner and HPC Specialist introduced. II. Minutes of April 17, 2007. Sovik- Siemens moved and Martin seconded approval; motion carried. III. Review of building permits or design proposals C. 101 E 4 Street. City Hall North steps reconstruction. The work consists of removing the steps, pouring a concrete base and rebuilding the steps using the original stone except for four new pieces, adding two handrails and a stone landing in place of the existing concrete landing. The work has been reviewed by SHPO. Martin moved and Warg seconded approval with findings: The work will retain the original design and material. The substructure to stabilize the steps will not be visible. The replacement stones will match the old as closely as possible. The new railings are required to meet code and are not obtrusive and will not give the impression they are original; motion carried, 5 -0. D. 202 E Second Street. New sign: Coffee Shop. Sign to consist of 15" gold colored plastic san serif letters attached to existing dark green plywood covering the transom area, with a gold border approximately 1' 9" by 20'. Warg moved and Simacek seconded approval with findings: The size, location, lettering style, design, colors and contrast all meet the criteria of the Downtown Overlay of the Sign Ordinance; motion carried, 5 -0. E. 1629 Vermillion. Replace shingles on the storage shed, behind the house, which is not original to the site. Staff approved; no action. IV. Business A. Warg asked if the vines covering the north side of City Hall should be removed for the long term preservation of the masonry. Staff agreed, has asked City maintenance and will do so again. B. Commissioners asked: If the signage in Masonic Block windows could be considered grounds for reviewing window signs in the historic district; If staff would determine if Spring and Haley have exceeded the amount of permanent signage allowed by code; if temporary church and condo signs have exceeded time limits. Staff will respond V. Information and Reports Annual awards, May 21; Martin and Sovik Siemens will present 6 awards. Sesquicentennial House Tour, May 5 was a success, over $5,000 earned for LeDuc. CLG grant awarded for designation study to start later this summer. National Trust Conference, October 2 -6; staff will ask if a "group" registration is possible. Vermillion Walls reconstruction; now scheduled for 2008. VI. Adjourn. Martin moved and Warg seconded; motion carried.
