Minutes of the Meeting of June 19, 2007
Hastings City Hall, 7:00 p.m.
Quorum: Commissioners Hicks, Behnke, Sovik- Siemens, Warg, Goderstad, Martin, St. James
II. Minutes of May 15, 2007. Martin moved and Behnke seconded approval; motion carried.
III. Review of building permits or design proposals
F. 216 E 6 Street. Replace front steps and porch floor
The work will consist of removing and replacing the existing steps, porch floor, and
associated structural components, which may have deteriorated. A railing will also be
added on both sides of the steps. Cedar lumber will be used for all of the finished
materials. The railing will be made of 2X2 beveled square balusters along with 4X4
chamfered newel posts and 2X4 finished handrails. The porch floor is to be 1X6 evenly
spaced cedar boards.
The commission discussed the negative precedent that could be set by approving deck
style front porch floors on historic homes. Commissioner Behnke recommended
installing the floorboards with [1/2" alternating rabbit joints] known as shiplap as a
compromise with the applicant.
Behnke moved and Martin seconded approval of the porch floor with the requirement
that there be no visible gaps between the floorboards, the steps as they were proposed,
and the railings with the requirement that the balusters be attached to the top of the treads
and not to the side of the stairway. Motion carried, 6 -0.
G. 312 E 5 Street. Replace garage shingles. Staff approved; no action.
IV. Business
Commissioner St. James asked if the rock house [312 E 4 Street] wad received
permission from the HPC to install the chimney on the front of the structure. John
Grossman replied that they received approval from a committee to install it in that
location.
Commissioner Sovik- Siemens alerted staff that it appeared a fence was being installed at
312 W 2 nd Street. Staff assured the commission that the matter would be looked into and
handled accordingly.
V. Information and Reports
Justin Fortney briefly informed the HPC of his experiences at the State Historic
Preservation Workshop.
CLG grant for PLT (Preservation Leadership Training) in Owatonna was approved.
Sprint was sent a letter informing them that they are over the allowable sign limit.
Condo sales sign downtown will be coming down shortly.
Emmaus Church sign will be required to come down on June 26.
Window signs in general are not regulated by the City of Hastings. If the HPC feels
strongly about the issue, they could look at developing an ordinance amendment that
would regulate window signs on heritage preservation sites.
Grant for Designation Study has been approved by the Minnesota Historical Society. A
likely final approval by the National Park Service's Budget Office is expected in the near
future. The Hasting City Council may approve the grant on July 2nd
Kurt Stoudt with facilities maintenance and Kevin Smith with parks are planning on
killing the vines that are growing on the north side of City Hall in the fall and removing
them in the early spring.
Three types of light fixtures were presented to the HPC as possible improvements for the
community room. Staff was directed to look into the globe type fixture because a similar
style appeared in a photograph of City Hall (ca. 1932).
The HPC would like to see examples of historic district signs with varying messages
about the districts they would be representing. Signs with a plain silhouette were
preferred to complex renderings.
