Minutes of the Meeting of July 17, 2007
Hastings City Hall, 7:00 p.m.
II. Quorum: Commissioners Goderstad, Hellie, Hicks, Sovik- Siemens, St. James
II. Minutes of June 19, 2007. A motion for approval was made and seconded; motion carried.
III. Review of building permits or design proposals
H. 222 5 th Street E. Replace porch floor and columns
The work will consist of replacing the rotten tongue and groove painted boards of the
porch floor with 1X6 treated lumber. They state that water currently sits on top of the
floor and want it to drain down below the floor by spacing the boards. The current steps
are concrete and they are not proposing to make any changes to them. They are also
proposing to replace the rotting wooden round classical columns with similar ones made
out of fiberglass.
Mark O'Brian, applicant, spoke in favor of the request citing that the porch was replaced
15 years earlier and the floor is already rotting because the wood is not treated and water
is not allowed to pass between the boards. Mr. O'Brian stated that he will be able to
reuse the majority of the railing.
Commissioner Hellie stated that he has no problem with approving fiberglass pillars.
Commissioner St. James stated that she would prefer the pillars to be wooden.
Hicks moved and St. James seconded approval of 13" to 14" diameter wooden non -fluted
columns. Motion carried, 5 -0.
St. James stated that 1X6 boards with spaces between them are appropriate for a modern
home, but the applicant owns a historic home. Hellie stated the only motion he could
support would be close to tongue and groove boards made of fir or pine. He added that
tongue and groove boards add strength to the floor.
O'Brian said that many historic homes in the area have gaps between the porch
floorboards similar to the ones he is proposing. O'Brian named 411 Tyler and 705
Vermillion Streets as having porch floor similar to the style he would like to build.
Hellie responded that the HPC would be on a slippery slope approving porch floors with
gaps in them.
St. James moved and Hellie seconded to table the flooring portion of the application to
give the applicants more time to develop an alternative proposal that is more compatible
with the guidelines. Grossman told the applicant that a proposal with around 3" boards
with out gaps would be closer to the guidelines.
I. 2057 1h Street W. Install 2 gas fireplaces with exterior vents and replace many
windows.
The work will consist of replacing all of the double hung windows in the house and
garage with similar double hung "Tilt Pac" sash replacements by Marvin Windows,
which will look like the existing windows. The applicant is also proposing to replace the
existing storm windows with storm- and - screen windows composed of two glass panels
and one screen panel. The aluminum surround will be factory finished with a forest
green color to mach the existing storm windows. The small decorative windows in the
attic will not be changed. The large bay windows will not be altered except the existing
storm windows will be replaced. The new storm windows will have larger glazing to
allow more of the original window features to be visible.
The applicant is also proposing to install two gas fireplaces in the home. This will
require two vents to be located on the outside walls of the home. One will be on the rear
of the house. The other one will be on the side of the house, but facing 7` Street W.
Sovik- Siemens asked the applicants if they were planning on replacing the picture
windows. Mr. Dahl responded no, but that they did want to replace the picture window
storms. He also mentioned that the new storms would not divide in front of the leaded
glass at the tops of the picture windows.
Hellie moved and St. James seconded approval of replacing all double hung windows
with Marvin tilt packs clad in any color. Motion carried, 5 -0.
St. James moved and Hicks seconded approval of the Marvin glass/ screen combination
aluminum clad storm windows for all double hung windows, in addition to approving
custom wood and glass storm windows for all other windows. Motion carried, 5 -0.
Hellie moved and St. James seconded approval of the fireplace vents in the proposed
locations with the condition that they be painted to match the color of the body of the
house or the trim. Hellie amended his motion by removing the condition that the vents be
painted and Hicks seconded. Motion carried, 5 -0.
J. 309 7 th Street W. Change garage access from the front to rear and relocate garage
door.
The work will consist of changing their garage access from the front of the property to
the alley in the rear. They would be removing the two front facing garage doors and
installing a full width garage door in the east wall. The long driveway to the street would
be removed and a shorter one would be built from the alley to the east side of the garage.
The applicants may try to use the siding taken off of the east side or new wood similar to
the existing to re -side the north elevation.
Hellie moved and St. James seconded approval the driveway and garage door relocation
as requested with the condition that the siding used is wood and matches the existing in
physical dimension. Motion carried, 5 -0.
K. 724 Ashland Street. Replace a window.
The applicant is proposing to replace one double hung window with a similar one from
Anderson Windows because the existing one will not open.
Hicks moved and Sovik- Siemens seconded approval the proposed window replacements.
Motion carried, 5 -0.
L. 1014 Street E. Install new copper downspouts on the City Hall's north porch
Kurt Stout with facilities maintenance is proposing to replace the existing steal gutter and
down spout with new copper gutters and two down spouts that empty onto the ground
rather than the steps.
Hellie moved and St. James seconded approval the copper gutter and down spouts with
the condition that the gutters are half -round style and attached with straps or with a
continuous high back flange so long as the application doesn't require significant
structural alteration. Motion carried, 5 -0.
M. 222 5 th Street E. Re -roof. Staff approved
N. 322 W 2nd Street Re -roof. Staff approved
IV. Business
John Grossman asked the HPC to formally authorize staff to prepare a RFP and advertise
for a consultant to conduct a designation study.
St. James moved and Sovik- Siemens seconded authorization for staff to prepare a RFP
and advertise for a consultant to conduct a designation study. Motion carried, 5 -0.
V. Information and Reports
Justin Fortney reported on the Preservation Leadership Training in Owatonna during the
last week of June.
Sovik- Siemens asked if staff knew what was happening to a property near 7th Street W
and Spring Street with its siding removed from one side. Staff replied they were not sure
and would look into it.
Hicks asked staff if it would be possible to receive the HPC packets any sooner. Staff
replied the deadline for submissions does not allow a faster delivery, but it may be
possible to email the packets out a day sooner that they would be received in the mail.
VI. Adjourn. Hicks made a motion to adjourn and seconded by Sovik- Siemens; motion
carried.
