Quorum: Goderstad, Sovik- Siemens, Martin, Behnke, Simacek; Chairman Goderstad called the meeting to order. II. Minutes A. August 21, 2007. A motion by Martin for approval was made and seconded by Simacek; motion carried. B. September 27, 2007. A motion by Sovik- Siemens for approval was made and seconded by Behnke; motion carried. II. Review of building permits or design proposals MM. 709 Ramsey St Re -roof- (Staff approved) NN. 2016 th St E- Replace porch aprons and some damaged siding Margaret Parker, applicant, stated that she wanted to remove the siding and refinished the underlying wood siding. She added that the siding on the enclosed porch would be removed and replaced with Hardiplank matching the original wood clapboards. Motion by Simacek, second by Martin to approve the removal of the aluminum siding from the entire house, including the enclosed porch with the following conditions; motion carried: • The applicant may only replace individual damaged/ missing clapboards with like wooden boards. • Staff must approve the replacement of whole sections of damaged/ missing clapboards with wood or Hardiplank of equal proportions. Motion by Martin, second by Simacek to approve installing the lattice example shown at the meeting on the aprons of the front and two side porches; motion carried. 00. 701 Ramsey Street Re -side- Tabled from September 27` John Novak, on behalf of his parents and Nathan Hearne with Turco Construction spoke to the issue. Novak stated that the siding was installed in 1962. They provided the HPC with photographs of rotting wood found underneath the aluminum siding. The HPC acknowledged the clapboards were rotting, but pressed the applicants on why they would want to leave that material on the home and cover it up with another layer of siding. Hearne responded that it would be a good nailing surface. Novak added that it would cost additional money. Commissioners told the applicants that it would be inappropriate to leave the clapboards on because the siding would protrude from the building, thereby obscuring the window trim. Motion by Simacek, second by Martin to approve the removal of the aluminum siding with the following conditions: motion carried: The original clapboards must also be removed Hardiplank must be of equal width to the original clapboards. Insulation may be installed underneath the Hardiplank up to a total thickness not to exceed the thickness of the original clapboards. PP. 312 5 Street E- Restore windows- Tabled from August 21 The applicants are proposing to re- fabricate the window trim as required by the HPC after approval for replacing the wood lap siding and aluminum with Hardiplank. The contractor is proposing to use a simple design found on a neighboring home of similar design. He believes it is or is close to what would have been used as trim on the windows of this house. Motion by Sovik- Siemens, second by Behnke to approve the proposed window trim; motion carried. 106 & 108 2 nd St E- New sign, lights, and canopies The request is to install one new sign over both buildings with gold serif letters and trim over a black background. Second, add dark green fixed triangular canvas canopies on second story windows and a new canopy over the east building's first floor. Finally, install gooseneck lighting over the new sign. Motion by Martin, second by Simacek to approve the dark green awnings as presented; motion carried. Motion by Behnke, second by Simacek to approve the sign as proposed; motion carried. Motion by Simacek, second by Martin to approve the gooseneck lights as proposed with the following conditions; motion carried: 0 The electrical conduit must be face mounted and may not be routed through the masonry. All mounting must be secured into the mortar and not the bricks. 0 The use of amber lights rather than white is not required, but it is encouraged. QQ. 2086 th St E- Replace porch The applicant is requesting to demolish and rebuild the front porch. She proposes to retain the original wood columns, but also enclose the currently open screened porch with windows. The commissioners stated that enclosing a front porch is not inline with our local Designation Guidelines. Simacek stated that staff should inform the applicant about the guidelines and have them return to the HPC with a new proposal that is more consistent with them. Motion by Behnke, second by Martin to deny the request to rebuild and enclose the front porch; motion carried. III. Business A. Select a consultant for the CLG Grant Local Designation Study John Grossman explained the purpose of the designation study is to review 60 plus sites the HPC prioritized last year, plus 6 commercial or structural sites and 2 homeowners that requested review. From that list up to 20 will be selected by the HPC upon recommendations by the consultant. After this process the properties may be recommended to City Council for designation. RFPs were sent to 8 firms and we received 2 proposals from Landscape research and Pathfinder CRM. Grossman explained that both firms are highly qualified and capable of performing the study. Commissioners stated the Landscape Research has experience working for the City of Hastings and is familiar with out heritage preservation sites. Motion by Sovik- Siemens, second by Martin to recommend that the City Council authorize a contract with Landscape research to conduct a designation study; motion carried. IV. Information and Reports Staff provided the commission with information they learned in sessions they attended at the National Trust for Preservation Conference in St. Paul. V. Adjourn. Motion by Martin, second by Simacek to adjourn; motion carried.
