Minutes of the Meeting of December 18, 2007
7:00 p.m. City Hall
I. Quorum: Hellie, Behnke, Warg, Goderstad, Martin; Chairman Goderstad called the meeting to
order.
II. Minutes
D. November 20, 2007. A motion by Martin for approval was made and seconded by
Behnke; motion carried.
II. Review of building permits or design proposals
W. PUBLIC HEARING - (Tabled) 314 7 d ' Street E- construct a twin home on a vacant
lot.
Justin Fortney presented the staff report.
7:19 Chair Goderstad opened the public hearing.
Commissioners Martin and Warg thanked the applicant for returning to the HPC with a
revised plan that included Hardiboard.
Commissioner Hellie asked the applicant if it would be possible to increase the height of the
window head casing to simulate the windows having a drip cap. Gary Heselton, applicant,
said that he could do that.
7:28 Chair Goderstad closed the public hearing.
Motion by Warg, second by Martin to approve the construction of the proposed twin
home shown at the meeting with the following conditions; motion carried:
Hardiboard or similar will be used as siding and trim material.
The head casing material of the windows will be noticeably wider than the trim
on the sides and under the windows.
The twin home will be consistent with the structure presented in the staff report.

Justin Fortney presented the staff report.
Motion by Behnke, second by Warg to replace the bulkheads of 106 2nd St E with the
example shown at the meeting of the Edina Realty building in Cannon Falls; motion
carried.
Joe Ryan, applicant, stated that he was only planning on replacing the right door of 106 and
he would like decorative etched glass. Martin said the HPC has not approved etched glass in
the downtown area. Ryan said that he would replace both doors so they would match.
Motion by Warg, second by Martin to approve replacement of the right door of 106 2nd
St E with the wooden door shown at the meeting with the following conditions; motion
carried:
Both the left and right doors will be replaced with the example shown at the
meeting.
The 2 panes of glass in each door must be plain and clear.

Ryan stated that he would install stained glass above the transom similar to the stained glass
found on 106 2n St E.
Motion by Martin, second by Warg to approve the installation of stained glass in the
transom of 108 2nd St E; motion carried.
Ryan said the present wood is all rotten and must be replaced. He added that the indentation
of the old doorway that once opened to a stairway will now be made flush. In addition, there
will be new wood trim installed around the new window and doorframes.
Motion by Martin, second by Warg to approve the installation of new wood on the
storefront of 108 2nd St E; motion carried with the following conditions:
Cedar plywood above the doorway underneath the awning
Decorative wood similar to the approved bulkheads on the left side of the
storefront.
Motion by Martin, second by Warg to approve the replacement of the 1950's glazed
norman bricks below the storefront of 108 2nd St E with wood; motion carried with the
fallowing conditions:
0 The wood to be similar to what was approved on the bulkheads of 106 2nd St E.
XX. 3125 th St E replace storm windows (Staff approved)
YY. 623 Tyler Street— re -roof (Staff approved)
IV. Business
Landscape research gave their initial impressions of heritage preservation sites to the HPC
for the 2007 survey.
V. Information and Reports
Commissioner Hellie informed the HPC that he may be a contractor involved in many
future HPC cases and was wondering if that would be a conflict of interest for him
remaining on the board. John Grossman said he would check with the City Attorney.
