November 1 2010
The City Council of the City of Hastings, Minnesota met in a regular meeting on
Monday, y, November 1, 2010 at .00 PM in the Council Chambers at the Hastings City
Hall, 101 East 4 11 Street, Hastings, Minnesota
Members Present: Mayor Hicks, City Couneihnembers Balsanek, Alongi, Hollenbeelc,
Nelson, Schultz and Slavik
Staff Present: City Administrator Dave oberg
City Attorney Dan Fluegel
Assistant City Administrator Melanie Mesko Lee
Community Development Director John Hinzman
Approval of Minutes
Mayor Hicks asked if there were any additions or corrections to the minutes of the
regular City Council meeting on October 1, 2010. Hearing none, the minutes were
approved as presented.
Presentation—Hunger Awareness Day
Moved by Couneilmember Hollenbeck, seconded by Coun ilmember Schultz to
adopt a proclamation declaring November 2. , 2010 as Hunger Awareness Day. Amy
Sutton from Hastings Family Services was present to accept the proclamation and discuss
some events being conducted in coordination with Hunger Awareness Day.
Recognition—Firefighter Chuck Paulson
Moved by Couneilmember Siavi , seconded by Councihnember Alongi to adopt a
proclamation recognizing Chuck Paulson's 31 years of service to the City and Fire
Department.
Council Items to be Considered
Council was requested to acid a reauthorization resolution as #3 to Community
Development.
Consent Agenda
Moved by Couneilmernber Alongi, seconded by Councxlmember Balsanek to
approve the Consent Agenda as presented.

Public Hearing ordinance Amendment: Abolishing the Police Civil Service
Commission and Creating a Public Safety Advisory Commission
oberg introduced the item and provided background.
Mayor Hits opened the public hearing at 7:15 p.m.
Hearing no continents, Mayor Hicks closed the public hearing at 7:15 p.m.
Second Reading/Ordinance Amendment: Abolishing the Police Civil Service
Commission and Creating a Public Safety Advisory Co lion
Couneilmember Schultz, chair of the Public Safety Commission, urged support
for this amendment.
Moved by Counei1member Schultz, seconded by Couneilmer ber l aisanek to
approve the ordinance amendment as presented.

Public Hearing Ordinance Amendment: Pee Adjustments
irlesko Lee introduced the item and provided background.
Mayor Hicks opened the public hearing at 7:18 p.m.
Hearing no comments, Mayor Hicks closed the public hearing at 7:18 p.m.
Second Reading /Ordinance Amendment—Fee Adjustments
Moved by Councilmember Nelson, seconded by Coun ilmember Alongi to
approve the ordinance amendment as presented. -

Moved by Councilmember Alongi, seconded by Councihne ber Sla ik to
approve the resolution as presented.

Manufacturing relocation

approve the resolution as presented.

Reauthorize Resolution 01-09-09: Mark & Monica Frazer—Allow for Expansion of
a farina in the Plday District Spiral View Road
Moved by Councilme ber Schultz, seconded by Councilmemb er Hollenb eck to
approve the resolution reauthorization as presented.

Bob Christiansen 19732 Goldfinch Dave, Fanningto , requested consideration o no
parking along 3rd Street and Ramsey. The item was referred to the operations Committee
of the Council for further discussion.
Announcements
• Tuesday, November 2 is Elections Day
• A special City Council meeting will be held on Tuesday, November 9 to canvass the
results of the November 2 elections.
• H D A will meet at 6 p.m. on Tuesday, November
• City lull will be closed on Thursday, November mber 11 for veterans Day. There will be
a veterans Day presentation at Hastings High on November 11 at 9:30 a.m.
• Staff will meet with Downtown Business Association on Tuesday, November 2 at
p.m.
• Finance Committee will meet on Novemb er 10!� 2010 at 7 :00am to discuss the 2011
budget.
