Staff. Fortney; Chairman Goderstad called the meeting to order. IL Minutes A. August 17, 2010. A motion by Martin for approval and seconded by LaBreck with the addition of Martin asking how long the current owner of 110 & 112 2 °d St. E has owned the building; motion carried. IL Review of building permits or design proposals A. 2012 °d Street East (AKA 103 Sibley St) New roof (Staff approved) B. 411 Tyler St- new roof (staff approved) C. 2012 °d Street East (AKA 103 Sibley St) replace 3` floor windows Fortney presented the staff report. The applicant is asking for approval to replace the 3 Td floor windows. The applicant has repaired them many times over the years. During a recent storm two windows glass panes blew -out and fell on the side walk and street. He believes they are a safety hazard that can or should no longer be fixed. The proposed windows are made by Jeld Wen and are wooden with a vinyl cladding. A motion by Simacek to approve the application with the following conditions, seconded by Martin; motion carried. • No filler panels may be used • Windows must fill the entire opening • Keep the double window style on the building front when replaced. D. 109 2 °d Street East- awning Fortney presented the staff report. The applicant is asking for approval to install a new black canvas canopy. Staff may approve an application for replacement of canopy material, but the applicant is proposing a new awning frame as well. Karen Green Jung, applicant, said the awning frame would be fixed and located over the transom glass allowing it to be visible from the sidewalk, but not across the street. The material is black solution dyed acrylic. It may have lettering on the valence. Fortney told the applicant to bring a sample in prior to ordering the awning to see if it is similar to canvas that is used throughout the downtown. A motion by LaBreck to approve the application with the following condition, seconded by Wittgenstein; motion carried. • Provide a sample to staff for final approval, to assure it is similar to canvas. E. 319 2 °d Street West — New Fence The applicants are proposing to replace the existing wire fence along the west side of their property with a near exact replacement. Instead of using metal "T" post to hold the fence they would use 4" round treated posts like the ones at the gate. The existing fence is rusted, bent, and has old stumps grown into it. The fence would remain in the same location. The HPC gave approval for this in 2008, but the approval has expired. Joseph Kimmes, applicant, said the fence will be 48" tall with the wood posts being slightly taller. The wire fence will be galvanized, but if it appears too shinny he may paint it gloss black after a year of weathering. A motion by Martin to approve replacement of the existing fencing, seconded by LaBreck; motion carried. III. Business A. Committee report on interpretive signage Fortney and Goderstad updated the HPC on the proposed interpretive panels for the bridge project. B. Discuss historic way finding signs Fortney said John Grossman had attempted to get the City historic way finding signs from the state in the past, but was denied because our downtown had no interpretation. Now that we are in the process of having interpretive signage installed, it may be appropriate to apply for way finding signage again. The Commission Agreed IV. Adjourn.
