Discussion topic and recommendation
Background Information:
In 1973, the City and Hastings Public Schools established a Joint Powers Agreement to jointly plan and develop
community leisure services in order to maximize facilities and other resources. It has been quite some time
since the agreement has been reviewed to ensure the agreement is still benefiting our community and members
of the Joint Powers Agreement. The Joint Powers Committee, which has representation from the City and
School District as well as community members, is in the process of reviewing the current Joint Powers
Agreement.
Financial Impact:
At the present time, the agreement states the members of the joint powers agreement are to split
revenue/expenses 50% and capital expenses at a 70-30% split. Fot the capital expense sharing, the
agency who owns the property of the proposed capital improvement pays the higher portion.
Staff Recommendations:
Once the Joint Powers committee recommends modifications to the current agreement, staff will bring
the recommended changes forward to the PRC.
Parks & Recreation Committee of Council Discussion:
The Parks and Recreation Director would seek approval from the Committee of Council.
