Background Information:
When the Tuttle development was created, the City of Hastings was offered this property as part of the
development agreement for the primary purpose of establishing a water retention pond. This property is also a
high quality sand prarie which is one of the last native sand praries remaining in Dakota County. The City Parks
and Recreation Department as well as volunteers and Friends of the Mississippi River have been attempting to
restore/maintain this high quality sand prarie since we retained ownership of the property. Unfortunatly, the
City does not have adequate resources or knowledge for ongoing maintenance and restoration of this property.
As part of ongoing discussions with the MN DNR about this high quality property, the City offered this
property for purchase to the DNR to properly maintain and oversee this valuable native property as a Scientific
Natural Area designation. As part of negotiations, the City would receive an easement surrounding the water
retention pond as well as access to the pond for maintenance purposes.

Staff Recommendations:
Bring this issue forward to the City Council Parks and Recreation Committee of Council.
Parks & Recreation Committee of Council Discussion:
The Parks and Recreation Director as well as Public Works Director, Thomas Mongomery, would seek
authorization from the Committee of Council to sell this property to the MN DNR at the next meeting
scheduled on March 9th.
