DETERMINATION OF QUORUM IV. APPROVAL OF MINUTES Approve Minutes of the Regular Meeting on April 4, 2011 Minutes approved as presented V. COUNCIL ITEMS TO BE CONSIDERED VI. CONSENT AGENDA The items on the Consent Agenda are to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Public Hearing on Ordinance Amendment—False Alarm Registration Osberg introduced; PH opened at 7:07 p.m. Tony Berens, 209 East 2nd Street, inquired about a future registration fee PH closed at 7:08 p.m. VIII. REPORTS FROM CITY STAFF A. Public Works B. Community Development 1. Second Reading/Ordinance Amendment 2011-05—City Code Amendment Chapters 150 & 155: Accessory Buildings and Fences Alongi, Schultz to approve as presented 7-0 C. Administration 1. Second Reading/Ordinance Amendment 2011-06—False Alarm Registration It was noted that there is no proposed fee for registering; fees (still to be considered by the Council at their May 2 meeting) would be for continued false alarms. Alongi, Nelson to approve as presented 7-0 2. Vacant Housing Registration Ordinance Hollenbeck, Slavik to cancel further consideration of an ordinance amendment at this time. There will be no Administrative Committee on April 19, nor a public hearing on May 2 on this issue. Discussion about future action, including reviewing current regulations in place. 7-0 3. Update—Senior Center Relocation to Tilden Tim Collins, ISD Superintendent, reviewed the concept. Discussion about pros/risks of the concept Nelson, Balsanek to approve concept as presented 7-0 4. Update—LeDuc Historic Estate Jessica Bierbauer, LeDuc, discussed the programs and events occurring in 2011. The Council thanked Ms. Bierbauer for the information 5. Hastings Hockey Booster Training Facility Osberg introduced. Marc Chorney from HHB was also present Discussion over who will oversee the bid process and whether prevailing wage would be required. Approve 2011/2012 Police Supervisors Labor Contract Slavik, Nelson to approve as presented 7-0 IX. COMMENTS FROM AUDIENCE: Tim Figge, 15950 190th Street East, spoke in support of some oversight of foreclosed properties to ensure health and property values may be preserved. X.
