2003 Ward Meetings Scheduled
Members of the Hastings City Council and City Staff are again
seeking citizen input, as the Second Annual Neighborhood
Meetings have again been scheduled. The meetings are
designed to provide neighbors with an opportunity to gather in
an informal setting, hear updates on certain City issues, and
voice their opinions and concerns. This year's Neighborhood
Meetings will be especially important as City Officials are
anxious to hear comments and suggestions from the public
during these trying times for municipal budgets. The process
for adopting the 2004 Budget will begin this summer and will
likeiy include significant changes from previous years, due to
the pending reductions in state aids to the City of Hastings.
City Councilmembers and City Staff will be present at each
meeting to address the concerns and questions presented by
the public.
The meeting schedule is listed below, with the locations of the
meetings corresponding with the polling places in each
particular ward. Citizens are encouraged to attend the meeting
in your particular ward. While the brief presentations by City
Officials will commence at 6:30 p.m., at each of the four
locations, efforts will be made to address all concerns and
questions to assure adjournment by about 8:00 p.m. If you
should have any questions regarding the Neighborhood

Volunteers Needed for the Grand Excursion 2004
The City of Hastings and the Hastings Area
Chamber of Commerce & Tourism are jointly
working together to promote the Grand Excursion
2004 Celebration, a regional initiative to shape the
future of the Upper Mississippi River. More than 40
communities and dozens of regional and local
organizations as well as hundreds of supporters
from the upper Mississippi River in the fields of art,
culture, education, housing, economic development,
heritage preservation, recreation, beautification, and
environmental stewardship have committed to
complete projects valued at hundreds of millions of
dollars in improvements to the metro area by 2004.
The communities extend over 400 miles of the
Upper Mississippi River, from the Quad Cities to
the Twin Cities.

Boulevard Lawn Care
Spring clean up of the boulevard lawn can be important
for the health of the turf. The removal of any salt and
sand left on the site in the spring can make a big
difference in the survival of the turf. Ciean up the sand
and any debris as soon as the snow melts. Then use
water to flush salts from the root zone. Gypsum can
sometimes be used in salt-affected soils to improve the
structure. Drainage must be good and the micronutrients
must be correct for the gypsum to be effective, though.

Permanent Odd/Even Sprinkling Ban
By City Ordinance, a permanent odd/even
sprinkling ban is automatically in effect from
May 15 to September 1 ot each year. The
II purpose of the ban is to even out water
- demands and reduce the peak pumping
C'! ~ demand from the City wells caused during the
~~ ~'Y summer months by lawn sprinkling.

The permanent odd/even sprinkling ban
ordinance reads as follows; "From May 15 to September 1 of
each year, an odd/even lawn sprinkling ban shall be in effect
for all lawn sprinkling systems supplied by water from the City
of Hastings water utility Properties with even numbered
addresses may sprinkle lawns only on days with even numbered
dates. Properties with odd numbered addresses may sprinkle
lawns only on days with odd numbered dates. A one (1) week
exemption from the odd/even sprinkling ban may be granted
for newly planted sod, grass, or landscaping upon registering
for the exemption with the Hastings Utility Department. Other
exemptions may be granted upon evaluation and
recommendation of the Hastings Utility Superintendent."
Youth Recycling Project Spotlights Hastings Town and
Country 4-H Club as the Fifth Youth Recycling Green Team
The Hastings Town and Country 4-H Club was selected as the
February through April Youth Recycling Green Team. Proceeds
earned from the Youth Recycling Drop-off Program at Terry's Ace
Hardware Store will heip support the 4-H Club's activities. The
recycling program is co-sponsored by the City of Hastings and
Waste Management.
Youth Recycling's "Learn and Earn"
Program Celebrates First Year
Recycling together does make a difference! Hats
off to these Hastings youth organizations for their
successful recycling activities during 2002-2003: Boy
Scout Troop 503; Boy Scout Troop 534; Girl Scout
Troop 1584; and the Hastings Gymnastics Club.
Together, these four Youth Recycling Green Teams
recycled 202,840 pounds (101.4 tons!!) of cardboard
and mixed paper and earned $1,521.30 ,for their
organizations. Thank You Hastings area residents
for your tremendous support of this project!

PROPOSED 2003 STREET AND UTILITY CONSTRUCTION
General Sieben Drive
Construction will begin soon on the
extension of General Sieben Drive
south from 15th Street to connect to
Country Road #46. The construction
will include sidewalk and a
bituminous trail, a bridge crossing
over the Vermillion River, and the
construction of a trunk watermain and
a sanitary sewer lift station.
The construction schedule calls for
the road extension to be completed
by the end of the year. The connection
of General Sieben Drive to Country
Road #46 will provide a needed north!
south collector street at the west end
of the City and help relieve the volume
of traffic on Pleasant Drive.
The widening and reconstruction of
General Sieben Drive between the
South Frontage Road and 4'" Street,
adjacent to Cub Foods, Target, Wal-
Mart and the Dakota County
Government Center, will be completed
later this spring. Remaining work
includes placing the final lift of
bituminous paving, lane striping,
replacing the temporary traffic signals
at Highway 55 with new permanent
signals, sidewalk and trail
construction, and landscaping.

General Sieben Dr. Extension
Riverwood!South Oaks
On the south end of town, design work is
progressing for the construction of new
collector streets that will link new
developments and provide access to both
Highway 61 and Country Road #46. The new
collector roads will include an extension of
36'" Street west to connect to Village Trail
and Riverwood Drive within the Riverwood
development; an extension of 31 51 Street west
to connect to County Road #46; an extension
of Century Drive north to connect to 31"
Street; and an extension of Bohlken Drive
west and south to connect to 3151 Street.
Construction of 31" Street and 36'h Street will
include three large box culvert installations,
crossing over the large drainage ways
between the Riverwood, Century South and
South Oaks developments. Sidewalk and
bituminous trails will also be constructed
along 31" and 36'h Streets along with
interconnecting trails through the Century
South and South Oaks Addition to the
existing trail aiong the Vermillion River.
Other Construction Projects
Construction of a Hwy 61 underpass for the
Vermillion River Trail is planned for later this
year. The City received approximately
$300,000 in grants to help fund this
construction. The existing trail will be
extended towards the Vermillion River at
its intersection with Cannon Street behind
Applebee's Restaurant, and run along the
Vermillion River bank and beneath the
Highway 61 bridge to connect to the
existing trail system in the Vermillion Falls
Park. The work will include lighting, storm
sewer relocation and retaining wall
construction.
In cooperation with MnDOT, the southeast
corner of the 10th Street and Highway 61
intersection will be reconstructed to add
a right turn lane and broaden the corner
to all trucks to make an easier turn from
northbound Highway 61 to eastbound 10th
Street. The traffic signal located at this
corner that is frequently struck by turning
trucks will also be relocated. Start of
construction is waiting on an easement
from Walgreens needed to relocate the
sidewalk at this corner.
New Developments
Construction has started on the street and
utility improvements for the Wallin 1 Dlh
Addition on the west end of town. These
improvements will include connecting
both Northridge Drive and River Shore
Drive to the new General Sieben Drive
extension. On the south end of town, the
South Pines 6'h Addition on the west side
of Highway 316 will extend existing streets
south to connect to Michael Avenue.

Now that spring is approaching, "
residents and drivers are again reminded
that as the weather warms up, there will be an
increase in people out walking, biking, skate
boarding and roller blading, using the streets and
paths in our City. Here are some safety tips for
people out enjoying the spring weather to
remember.. .
~ Always try to have a walking

always try to walk in a
residential area where you can
easily get help if needed.

available, stay as close to the

type of reflective clothing. Many
walkers you see are now wearing
bright orange slip-on vests with
refiective stripes or tape on the
vest.

cross in the middle of the street.
HASTINGS POLICE OFFICERS RECOGNIZED
Officers Christopher Weid and Nathan Wood have been
recognized by the Minnesota Chiefs of Police and received
the "Meritorious Service Award" from the State Police Chief's organization
on April 16, 2003. The award was given for the work done by Officers Weid
and Wood on a case received in September 2002 in which a female
psychologist/counselor had called the Hastings Police Department and
reported she was being held against her will and was being sexually
assaulted. The female had come to Hastings to meet an adult male and
begin providing counseling for him. The male refused to allow the female to
leave his apartment and began sexually assaulting her. Based on the
information provided, Officers Weid and Wood were able to track down the
location of the incident and interrupt the assault. The male was arrested
and has been charged with kidnapping/false imprisonment, criminal sexual
misconduct and 5~ degree assault.
The Minnesota Chief's Association recognizes police officers throughout
the state each year with these special awards and medals. Congratulations
to Officers Weid and Wood for this special achievement.

Bike Safety Reminders -:111-'
Hey bikers, remember that traffic laws for bikes /1
are the same as traffic laws for motor vehicles
in some respects:
Bikes must stop at all posted stop signs.
Enter all uncontrolled intersections safely, looking in all directions
for traffic.
Bikes should be ridden on the far right side of the road going with
the flow of traffic. Groups of bikes should be ridden in single file
formation, one behind the other.
Bikes should not be ridden on the sidewalks.
Bikes must be equipped with reflectors on wheels and frames.
Bike riders are encourage to use hand signals when coming to a
stop or signaling a turn.
Only one person should be on a bike built for one.
During evening hours all night bike riders should wear reflective
clothing and should wear reflective clothing when possible.
Bike helmets are strongly encouraged to be worn, especially
by young and inexperienced bike riders.

Recreational Fire
Regulations
"Open Burning" is defined in Minnesota State Statute ~88.01
Subd. 23, as a fire burning, whether concentrated or
dispersed, which is not contained within a fully enclosed fire
box, structure, or vehicle and from which the products of
combustion are emitted directly to the open atmosphere
without passing through a stack, duct, or chimney. Open
burning is not allowed within the corporate limits of the City
of Hastings. Any burning, regardless of how or where it
occurs, for the purpose of eliminating trash, garbage,
construction debris, yard waste, and other refuse is also
illegal.
Recreational fires (camp fires) are permitted. provided
all of the following requirements are met. The fire:
Is for recreational or ceremonial purposes.
Is a minimum of 25 feet from a structure or other combustible
material (wood fences, decks, woodpiles and the like).
Is contained by a ring or other non-combustible structure to
prevent spreading.
Is no larger than three feet in diameter with flames extending
no higher than three feet.
Is fully extinguished prior to leaving the site; it has been
thoroughly wetted and the ashes stirred to ensure that the fire
is out.
Additionally,
Recreational or campfires are not allowed in city parks or other
public property unless a permanent containment device is in
place for that purpose.
Permission of the property owner has been obtained to have a
recreational or ceremonial fire.
Firefighting equipment, such as garden hoses, shovels, buckets,
or a fire extinguisher (with a minimum rating of 4A) is/are
available and the fire is constantly attended to by a person
knowledgeable in their use(s).
Only clean, untreated lumber, timber/tree branches, without
any leaves or charcoal may be used as fuel; paper may
only be used to start the fire.
Outdoor Incinerators
Outdoor incinerators or patio fireplaces are increasing
in popularity. These devices have a burning chamber
which is enclosed on three sides and a short chimney
to route smoke upward. Keep in mind that sparks
and embers may be emitted from the front opening or
chimney; therefore, placement of these units must be
on a masonry or other non-combustible outdoor
surface and no closer than 10 feet from any structure
and all other recreational fire rules apply.
Thinking of a Fire? Be Consideratel
Although recreational fires are legal, they must not
be offensive to others. Examples of an offensive
recreational fire are when smoke, embers, or odors
travel to a neighboring property. If a legal fire is found
to be offensive, a public nuisance citation may be
issued. Remember that your neighbor may have a
health problem or other sensitivity that causes them
to be intolerable to smoke or its odors.

location. Remember, there is no fee to use a
Park & Ride lot.

The Grand Excursion of 1854 was a spectacular
public relations and tourism event in U.S. pre-Civil
War history. The event celebrated the completion
of the first railroad connection to the Mississippi
River, along with a festive steamboat journey by
1,200 travelers from Rock Island, Illinois to St.
Paul. Ex-President Millard Fillmore was the most
famous celebrity on the Grand Excursion, along
with fifty newspaper editors. Through letters and
editorials, their writings informed and excited 1he
nation about the. Upper Mississippi Valley and
western frontier. The national and international
publicity that resulted from this event helped spur
the influx of settlement and tourism to the Upper
Midwest.
THE GRAND EXCURSION 2004 Will:
COMMEMORATE the historic occasion of the
original Grand Excursion of 1854 by establishing
a permanent legacy and by serving as a catalyst
for lasting regional initiatives and improvements
along the Upper Mississippi River.
CELEBRATE the 150'h anniversary of the Grand
Excursion of 1854 by developing and
implementing a series of events focusing on the
Grand Flotilla; and through these celebrations,
bring recognition and awareness of this event to
the world.

EDUCATE, throughout the region, about the significance
of the Grand Excursion through initiatives, curricula, and
other special events.
The capstone of Grand Excursion 2004 is the Grand
Flotilla, a ten-day journey (June 25-July 5) on and aiong
the Mississippi River and the largest steamboat flotilla in
100 years. A dozen great and magnificent boats will be
complemented by authentic steam locomotive train tours
and other adventure tracks. Grand Excursion 2004 is
the rediscovery of a national treasure and the highlight of
a summer celebration on the Mississippi River.
While the Grand Excursion 2004 will be a phenomenal
event and a great way to showcase the City of Hastings,
it will take many individuals, firms, organizations, and
many volunteers to develop, manage, and implement the
event in this area. WE NEED VOLUNTEERS to assist
