SNOW INFO!
*A snow emergency automatically goes
into effect when 2 inches or more of
snow (as measured in the City of
Hastings) has fallen. Under a snow
emergency, no parking on any City
street is allowed until that street has
been cleared to its full width. Violators
will be ticketed and towed. Check
cable channel 12 or KDWA 1460 AM if
you are not sure if a snow emergency
is in effect.
* A normal snowfall takes eight to ten
hours to clear, with City crews typically
starting snow removal operations at
5:00 a.m.

* City ordinances require property
owners to clear snow and ice off of
sidewalks abutting their property within
48 hours after each storm. Ordinances
also prohibit blowing or shoveling snow
back out into the street.
* Snow plow drivers' visibility is limited.
There is a large blind spot directly
behind the trucks. When following a
snow plow, please stay well back. The
plows may have to stop and back up
and the drivers cannot see vehicles
directly behind the trucks.
*snow plow operations occasionally
damage mailboxes. The City has a
policy to repair or replace mailboxes
struck by snow plows. However,
mailboxes damaged by snow thrown
by the plow are the homeowner's
responsibility to repair.
Each year,
hundreds of
people find themselves stranded on the
roadside. Winter weather can kill an
unprepared person who is exposed to the
elements within minutes. Whether you wind up
needing it or not, a winter survival kit for your
car is a good idea. It is simple to create and
could save your life in the event of a vehicle
breakdown or crash during the winter months.
Putting the kit together is easy and here's how!
Take an empty container like a three pound
coffee can with a plastic cover. Inside the
container pack the following items:
Candle stubs and matches
Small, sharp knife
Red bandanna or cloth (to hang outside your
vehicle as a sign of distress)
Pencil and paper and change for a phone call
(or a cell phone)
Large plastic garbage bag for insulation
Snacks (high energy food like a chocolate bar or
energy bar)
Plastic whistle (to alert people to where you are)
Plastic flashlight and spare batteries (reverse
batteries in the case to avoid accidental
switching and burnout, and warm
batteries between your legs before using)
First aid kit including essential medications
Bottled water (melted snow can also be used as
a water source)
In addition to the items in the winter survival kit,
you may want to make sure you have these
other items on hand in your trunk:
* Jumper cables
* Sand for tire traction
* Shovel
* Tow cable or chain
* Blankets
* Road flares/reflectors
* Hat, mittens/gloves, boots
* Snow brush .

2003 Street & Utility Construction Projects
The Hastings Engineering Department is working on
preliminary plans and cost estimates for street and
utility construction proposed for this year. The projects
include:
Project 2003-2-Riverwood 7'h Addition: Street
and utility construction that will include extensions of
both Riverwood Drive and Village Trail as well as four
new streets serving the Riverwood 7'h Addition off of
CSAH 46.
Project 2003-3-South Oaks: Street and utility
construction that will include extensions of 31"
Street, Bohlken Drive, and Century Drive, serving the
South Oaks Addition located west of Cannon Street
and south of the Century South development.
Project 2003-4-36'h Street: Extension of 36'h
Street west from the Century South development to
connect to Riverwood Drive and Village Trail in the
Riverwood development.
Project 2003-5-3151 Street: Extension of 31"
Street from the South Oaks development through the
Riverwood development, providing a connection from
Cannon Street to CSAH 46.
Project 2003-6-General Sieben Drive
Extension: Connecting General Sieben Drive from
its existing southern end at Carleton Drive with
CSAH 46.
Other smaller, miscellaneous construction projects
proposed for construction in 2003 include:
Construction of a bituminous trail underpass at the Highway
61 Vermillion River bridge.
Paving the Skateboard Park parking lot & replacing the Arena fire
access road around the east end of the Arena.
Rebuilding the southeast corner of the 10'" Street & Highway 61
intersection to provide more room for northbound
Highway 61 trucks to turn east onto 10'" Street.

mind if you are snowmobiling this year. A snowmobile
map can be found on Page 5.

The Hastings Police Department is in the process of accepting applications for Hastings
~ residents who are interested in working with the Hastings Police Department and serving the
: os;: City of Hastings by becoming a member of the Hastings Police Reserve organization.
~~
Os;: ~ Members of the police reserve unit volunteer hours to assist the Police Department at various
:J tIl City functions and events such as Rivertown Days, Hastings High School football and hockey
~ ~ games, the Gobble Gait Run, and many other community events. Members of the reserve
0= program can also participate in "ride-alongs" with Hastings police officers during their regular
U cl: work shifts. The Police Department provides training to reserve members in various aspects of

:J ~ the law enforcement profession.

~ E If you are interested in becoming a member of the Police Reserve Unit, please stop by the
[: 8 Police Department during regular business hours (Monday-Friday, 8:00 a.m.--4:30 p.m.) and

City Ordinance Section 8.09,
Subdivision 2 concerning Declaration of
an Emergency, states that "snow
emergency conditions will exist and will
automatically go into effect whenever the
snowfall is measured at two or more
inches of snow." The amount of snowfall
to determine a snow emergency is
measured in the City of Hastings.

The City's Street Department supervisory personnel will declare a snow
emergency and will then notify the Hastings Police Department. Following
a declaration of a snow emergency, the City will then notify local news
media and request their assistance in giving notice to the community
and its motorists.
All vehicles must be removed from City streets within two hours after a
snow emergency has been declared and gone into effect. Cable Channel
12 or KDWA 1460 AM should have information regarding a snow
emergency.
During a snow emergency, it is unlawful to park or leave standing, any
vehicle upon any street until the street has been cleared of snow to its
full width on both sides of the street or until such time as the emergency
conditions have been remedied. If a vehicle has been left on the street
after the snow emergency has been declared, it may be subject to being
ticketed and also towed to allow City Street Department personnel the
ability to remove the snow. It is the vehicle owners responsibility to pay
the towing/storage cost to get a vehicle out of the impound lot
. if it has been towed.

A Closer Look at Major Fire
Causes... .
...Cooking Fires
Last year, in Minnesota, the leading cause of structure
fires was coking. Most cooking fires are caused by
peoples' behaviors, not appliance failures. The top three
known factors were:
25% Unattended equipment
12% Combustibles too close to heat
7% Accidentally turning on or not turning off a
burner
In 2002, there were 4 cooking-related civilian fire deaths
and 35 civilian injuries.
Some cooking injury facts:
Injuries from cooking fires are most prevalent among
people age 30 to 49.
Adults 65 and older have a smaller percentage of
cooking fires injuries compared to adults in other
age groups, yet their risk of dying from injuries
caused be these fires is 4 times greater than the
rest of the population.
Stop Grease Fires Safely
Take extra care when frying or deep-frying food or when
cooking with oils, lard, butter or other grease products. If a
grease fire occurs:
Call 911
Turn off the burner, if you can do so safely.
Slide a lid or flat cookie sheet over the pan.
When using your fire extinguisher, do not spray
directly at the liquid grease so as not to spread the
fire.
Evacuate at members out of the residence.

Safety:
~ Keep an eye on
all food being heated.
~ Wear short or
tight-fitting sleeves near hot burners and
avoid reaching over hot surfaces.
..e When using an electric stove, use
a burner that is the right size for the pan.
Using a burner that is too large can cause
the pan and its contents to heat to quickly,
leading to boil-over.
..e When using a gas stove, keep the
burner flame entirely under the pan. A
flame that surrounds the pan can ignite a
loose-fitting sleeve.
..e Fill pots to the proper level and heat
food at the indicated temperature to
prevent boil-over. Do not increase
temperature to shorten the cooking time.
..e Create a kid-free zone of 3 feet
around the stove, and supervise older
children as they cook.
..e Keep potholders, wooden utensils
and other combustibles away from hot
burners.
