General Sieben Drive between the South Frontage Road and 4'" Street-With the new Wal-Mart and Cub Foods developments, General
Sieben Drive needs to be widened and turning lanes installed. In addition, new traffic signals will be installed on General Sieben Drive at the
new North Frontage Road in front of Wal-Mart and at the Target/Cub Foods entrance. Road construction will begin after school is out and will
be substantially completed by the time school starts again in the fali.
New Ward &
Precinct Boundaries Set
As a result of the 2000 census, the City of
Hastings has been working on redrawing its ward
boundaries. The City's population is now
approximately 18,200, which needs to be divided
"as equally as practicable" into the City's four
wards. The Charter Commission of the City is
charged with redrawing ward boundaries and they
gave City Staff certain parameters to abide by
when providing sample maps for consideration:
1. All current ward Council members are to stay in
their current wards;
2. Current polling locations should try to remain
the same;
3. New boundaries should remain as close to the
current ward boundaries as much as possible.
Based on that direction, staff provided several
maps for consideration. At the April 1, 2002
meeting, the Charter Commission recommended
that the proposed map beapproved by the City
Council and that the boundary changes be done
by City Ordinance. The City Council ordered a
public hearing for Monday, April 15 in which to
consider the map.
1st Annual Neighborhood Meeting Series Set
Members of the Hastings City Council and City Staff
are seeking citizen input during the First Annual
Neighborhood Meeting Series that will begin in late
April, 2002. The meetings are designed to give
neighbors a chance to gather in an informal setting,
hear updates on general City issues, voice their
opinions and concerns, and ask questions about their
specific neighborhood. A Parks Department
Employee, Police Department Employee, Fire
Department Employee, and Snow Plow Operator for the area will all
be present at the meetings to address your questions. This will give
citizens an opportunity to know better those employees involved in
providing City services in your neighborhood.
The meeting schedule is listed below, with the locations of the meeting
corresponding with the polling places in your particular ward. Citizens
are encouraged to attend the meeting in your particular ward. Meetings
will begin at 6:30 p.m. and conclude by 8:00 p.m.

A new North Frontage Road will be constructed in front of the Wal-Mart development along with a Highway 55 right in/right out access at the
west City limits. The South Frontage Road will be extended behind the new Cub Foods development, also with a Highway 55 right in/right
out access at the west City limits.
Spiral Boulevard and 31" Street between Enterprise Avenue and County Road #91-An extension of Spiral Boulevard and 31" Street
East, through the Industrial Park and adjacent to the proposed Glendale Heights development is proposed for construction this year. The
Spiral Boulevard extension would provide an additional access to the Industrial Park. Public hearings will be held this spring on the
proposed project, which could be constructed later this summer.

Utility Bills To Have A New Look
Speaking of utility bills, the City Council has approved a new
format for the quarterly utility bill you receive in the mail. The
City will be changing the bills from the current postcard format to
a statement bill. look for these changes in late summer!
City Receives Award of Recognition
The Certificate of Achievement for Excellence in
Financial Reporting has been awarded to the City of
Hastings by the Government Finance Officers
Association of the United States and Canada
(GFOA) for its comprehensive annual financial report
(CAFR). The Certificate of Achievement is the
highest form of recognition in the area of
governmental accounting and financial reporting,
and its attainment represents a significant accomplishment by
the government and its management.
This is the 5- consecutive year that the Finance Department
has received this award. The City's CAFR is available for review
at the Pleasant Hill County Library.

Boulevard Lawn Care
Spring clean up of the boulevard lawn can be
important for the health of the turf. The removal of any
salt and sand left on the site in the spring can make a
big difference in the survival of the turf. Residents are
encouraged to clean up the sand and any other debris
from boulevard lawns as soon as the snow melts.
Water should then be used to flush salts from the
lawn's root zone. Gypsum can sometimes be used in
salt affected soils to improve the structure. However,
drainage must be good and the micronutrients must
be correct for the gypsum to be effective.

Permanent Odd/Even
Sprinkling Ban Reminder
./ By City Ordinance, a permanent
:::: odd/even sprinkling ban is
automatically in effect from May 15
to September 1 of each year. The
purpose of the ban is to even out
water demands and reduce the peak
pumping demand from the City welis
caused during the summer months by lawn
sprinkling.
The permanent odd/even sprinkling ban ordinance
reads as follows; "From May 15 to September 1 of
each year, an odd/even lawn sprinkling ban shall
be in effect for all lawn sprinkling systems supplied
by water from the City of Hastings water utility
Properties with even numbered addresses may
sprinkle lawns only on days with even numbered
dates. Properties with odd numbered addresses
may sprinkle lawns only on days with odd
numbered dates. A one (1) week exemption from
the odd/even sprinkling ban may be granted for
newly planted sod, grass, or landscaping upon
registering for the exemption with the Hastings
Utility Department. Other exemptions may be
granted upon evaluation and recommendation of
the Hastings Utility Superintendent."

2002 Street & Utility Construction Projects
The Hastings City Council has approved the following street and
utility reconstruction projects for construction this summer:

18'h Street between Highway 61 & Pine Street-This
work will consist of replacing the sanitary sewer mains,
installing new, larger storm sewer mains, removing from
service an old, undersized watermain and extending an
existing larger diameter watermain to create a looping
system, replacing the existing street with new bituminoUs
pavement, with a gravel base and concrete curb and
gutter, and constructing a sidewalk.
19th Street between Highway 61 and Forest Street-
Sanitary sewer mains will be replaced, and new, larger .
storm sewer mains will be installed. The existing street will
be reconstructed to a 32- foot width, with new bituminoUs
pavement, gravel base, and concrete curb. and gutter.
Eddy Street between 18'h Street and County Road
#47-Sanitary sewer mains will also be replaced and new
storm sewer installed. The existing street will be
reconstructed to a 32-foot width, with new bituminous
pavement, gravel base, and concrete curb and gutter.
Ashland Street between 18'h Street and County Road
#47-Sanitary sewer mains will be replaced and new
storm sewer installed. The existing street will also be
reconstructed to a 36-foot width, with new bituminous
pavement, gravel base, and concrete curb and gutter.
21" Street from Eddy Street to 'h block East-The
existing gravel road will be paved with concrete curb and
gutter and constructed to a 20-foot width intended to serve
the three existing homes and one future home.
Southview Drive between Pine Street and WestvieW
Drive-The street will be reconstructed with new gravel
base and bituminous surfacing. Between Pine Street and
Louis Lane, the existing curb and gutter will remain and
the street width will stay at 32 feet. Between Louis Lane
and Westview Drive, the street will be narrowed to a 26-
foot width to create room within the very narrow right-of-
way for a bituminous trail. The trail will be located on the
north side of the street and parking will be prohibited on
the north side of the street. Some storm sewer
repiacement will also take place.

Bike Safety Reminders
Hey bikers, remember that traffic laws for bikes are the same as traffic
laws for motor vehicles in some respects:

Bikes must stop at all posted stop signs.
Enter all uncontrolled intersections safely, looking in all directions for
traffic.
Bikes should be ridden on the far right side of the road going with the
flow of traffic. Groups of bikes should be ridden in single file formation,
one behind the other.
Bikes should not be ridden on the sidewalks.
Bikes must be equipped with reflectors on wheels and frames.
Bike riders are encourage to use hand signals when coming to a stop
or signaling a turn.
Only one person should be on a bike built for one.
During evening hours all night bike riders should wear reflective clothing
and should wear reflective clothing when possible.
Bike helmets are strongly encouraged to be wom, especially by young
and inexperienced bike riders.

Severe WeatherfTornado Awareness Month
April is designated as Severe Weather/Tornado
Awareness month for the State of Minnesota. The City
would like to remind residents that the civil defense sirens
are activated when the threat of severe thunderstorms
and tornados is imminent for the City of Hastings.
The Police Department and Dispatch receives alerts from the National
Weather Bureau of tornado warnings or severe thunderstorm warnings for
our area. The civil defense sirens are activated to alert residents of this
threat. Residents are instructed to immediately try to find a safe place for
shelter from the imminent threat of these serious storms. The third week in
April (April 14-21) is designated as Severe Weather/Tornado Awareness
Week. This is when civil defense sirens are tested and families are
encouraged to develop safety procedures to follow in the event of serious
weather and civil defense siren activation. Hastings' local radio station, 1460
KDWAAM, provides updates on severe weather risks.

Walking Safe ~
Now that spring is approaching, the Hastings
Police Department would like to take this
opportunity to remind citizens and vehicle drivers
that there will be an increase in people out
walking, biking, skate boarding and roller blading,
using the streets and paths in our City. Here are
some safety tips for people out enjoying the spring
weather to remember...
Always try to have a walking partner with
you on your walk. If you can't have a
walking partner, always try to walk in a
residential area where you can easily get
help if needed.
When walking, always try to stay on the
sidewalk and off the roadway when
sidewalks are available. If no sidewalks
are available, stay as close to the curb as
possible and try to walk facing traffic.
Always wear light colored clothing, which
can be more easily seen than dark
clothing. When walking in the evening
hours or dusk, try to wear some type of
reflective clothing. Many walkers you see
are now wearing bright orange slip-on
vests with reflective stripes or tape on the
vest.
If walking after dark, carry a flashlight and
walk in well-lit neighborhoods.
When crossing a street, always cross at
the corner intersection of the street and in
designated crosswalks if possible. Never
, P cross in the middle of
the street.

Spring is also a time to clean up yards and work around the house doing spring clean up. With this in mind, the City of
Hastings would like to remind residents that it is extremely helpful to emergency personnel for homes to have their addresses
prominently displayed on their residence and the mailbox.
This makes it easier for police, ambulance, and fire personnel to locate your home if need be. Not
only is a clear address required under City Ordinance, having your house number and easily located
could make the difference in a critical emergency situation for police, ambulance, and fire personnel to
locate your home.

Vermillion River Designation Project
The City of Hastings is partnering with several other
organizations in support to research and seek canoe route
designation for the Vermillion River in Dakota County. This
designation will offer the public greater awareness and
accessibility to this significant natural resource located in the
southeastern part of the Twin Cities metropolitan area. Along
with highlighting the recreational opportunities, this designation
can help to promote both the recognition and protection of the
water quality and wildlife living in and near the Vermillion River.
Seeking canoe designation is one of the important steps being
taken by a partnership between citizens, private organizations
and public agencies to protect the Vermillion River. A list of the
partners include Dakota County Environmental Education
Program, Minnesota Department of Natural Resources, Friend
of the Mississippi River, City of Hastings, John Vickery,
Recycling Together and Making A Difference
The new Youth Recycling Green Team Project has received terrific
support from area residents. Since the project started in February,
21,240 pounds of cardboard and mixed paper have been dropped
off at the Youth Recycling Collection Box located in the parking lot
at Terry's Ace Hardware Store, 375 West 33'" Street.
Boy Scout Troop 503, sponsored by Our Saviour's Evangelical
Lutheran Church, was selected by the Hastings Natural Resource
and Recreation Commission (NRRC), as the first Youth Recycling
Green Team. The Boy Scouts are educating residents about
the project and monitoring the recycling collection box.
Waste Management contributes $15 for every ton of cardboard
and mixed paper collected in the recycling drop-off box to the
Youth Recycling Green Team. Proceeds earned from the
recycling project will help to support Boy Scout Troop 503
activities.
"It's easy for residents to participate. You'll be helping the
environment and supporting Hastings youth organizations at the
same time," explained Randy Triplett, Waste Management Site
Manager.
Residents can drop-off clean cardboard and mixed paper, 24
hours/day at the Youth Recycling Collection Box.
Flatten cardboard boxes and place in the collection box.
Place mixed papers loosely or in PAPER bags only, in the
collection box. Mixed papers accepted for recycling are:

that an act of the Minnesota State Legislature is required for
the Vermillion River to achieve official canoe route
designation. Current goals associated with seeking
designation include placement of put-in/take-out locations
along the river, (including improving access to the whitewater
section within Hastings), offering canoe route maps, and
interpretive signage.

TREE CITY USA
Hastings has been named a Tree City USA by
the National Arbor Day Foundation. It is the sixth
year Hastings has received this national
recognition, which is sponsored byThe National
Arbor Day Foundation in cooperation with the
National Association of State Foresters and the
USDA Forest Service.
How to Plant a Tree
The Tree City USA recognizes communities that
have proven their commitment to an effective,
on going community forestry program. Hastings
is showing that we understand the importance
of trees by continuing to improve our program.
Trees help clean our air and water, moderate
heat and cold, and bring added vaiue and grace
to our homes.
Once you have selected a tree, your next step
will be to plant it. Planting a tree the right way
will help to ensure its survival.
