General Sieben Drive
Construction Information

If you have driven by the high school, the
Dakota County Government Center, or along Highway 55, you
may have noticed that road improvements are taking place along
the north side of General Sieben Drive. In fact, construction has
begun to widen and add turn lanes to General Sieben Drive
between the South Frontage Road and 4- Street.
General Sieben Drive will remain closed between the Dakota
County Government Center access and 4- St. until late October.
Temporary traffic signals will be installed at General Sieben Drive
and Highway 55. The existing signal poies have to be relocated
and additional signal head added to accommodate the additional
traffic lanes.
General Sieben Drive will be reopened this fall, however
construction will not be fully completed until next year. Next year's
construction will include placing the final lift of the bituminous
paving, widening of General Sieben Drive south of Highway 55,
replacing the temporary traffic signals with the permanent
reconfigured signals, construction of a concrete walk on the west
side of the road, and landscaping and sodding.

General Election to be Held
November 5, 2002
The 2002 Primary Election was held on
Tuesday, September 10,2002 and the
General Election is coming up on Tuesday,
November 5, 2002. Although the voter turnout for the
Primary was relatively light, it is anticipated that the General
Election turnout will be much higher. Hastings voters will
be asked to vote between two candidates for Mayor and
among three candidates for the two at-large Councilrnember
seats.
Mavor & Citv Council members
James Lehmann and incumbent Mayor Mike Werner have
filed for the mayor's position. Incumbent Paul J. Hicks,
Matthew O. Love, and incumbent Lynn G. Moratzka have
each filed for one of the two available at-large
Council member seats. Voters will be asked to choose one
candidate for mayor and two candidates for the
Councilmember seats.
Where Do I Vote?
Due to the 2000 federal population census, the City of
Hastings has redistricted. While the City still has four
wards, the boundary lines of each ward has changed slightly
(see Figure 10n Page 8) in response to population changes
that have occurred since the last census & redistricting in
1 990. All polling locations remain the same as in previous
years (see Table 1 on Page 8), but residents may vote in a
different location than in previous years due to the
redistricting. If you have a question about where you vote,
contact Hastings City Hall at 437-4127 for assistance.
Absentee Ballots
If you will be absent from the City and unable to vote in your
polling location on Election Day, you can choose to vote by
Absentee Ballot (AB). AB's are available at City Hall.
Voters will be required to fill out an application for an AB
prior to being issued a ballot.

2003 Budget Information
The City of Hastings has been working on preparing
the annual budget for 2003. The City, by state law, is
restricted by levy limits to levying a certain dollar
amount for a budgetary year. The 2003 levy limit is
approximately $34,000 less than in 2002. The total
proposed tax levy, as approved by the City Council on
September 3, 2002, is $6,531,927 and the total
proposed 2003 city budget was preliminarily set at
$19,257,977. Both of these figures are not yet final;
final budget figures are proposed to be approved by
the City Council on December 16, 2002. A budget
presentation will be made at the November 18, 2002
City Council meeting.

More General Sieben Drive News
Work is continuing on the planning and design of an
extension of General Sieben Drive south to connect
to County Road #48. This extension of General
Sieben Drive will require a new bridge to be
constructed over the Vermillion River. The current
planning schedule calls for construction of the
General Sieben Drive extension to begin early in
2003, with the new road open for traffic in 2004.
Leaf Raking
Please do not rake your leaves into the
street for City crews to sweep up.
While raking leaves into the street is
~'~ prohibited by City Ordinance, this
" \ practice can also create problems
: with storm drainage and water
quality.
During a rainstorm, leaves can quickly plug storm drains
and pipes causing street flooding. Leaves that are
washed into the storm sewer system will end up in the
City's lakes and rivers, degrading the water quality and
providing a nutrient source for spring and summer
algae blooms.
Snow Emergency
With winter approaching,
this is just a quick re-
minder concerning snow
emergencies as well as
on-street parking. A snow
emergency automatically
goes into effect when 2 inches or more of snow (as
measured in the City of Hastings) has fallen. Under
a snow emergency, no parking on any City street is
allowed until that street has been cleared to its full
width. Violators will be ticketed and towed. Check
cable channel 16 or KDWA 1460 AM if you are not
sure if a snow emergency is in effect.

Most all of Hastings' residents have joined the Single Sort "Race
to Recycling." Just three months old, the new recycling program
is experiencing great success. Since July 1, 98% of all eligible
households place their recyclables at the curb, according to
information provided by Waste Management to the City.
"The response has been outstanding. We applaud the residents'
commitment and enthusiasm for the Single Sort Recycling
Program," stated Randy Triplett, Waste Management District
Manager.
New 64-gallon recycling carts mounted on wheels, and no
sorting of recyclables into bags have made recycling easier than
ever for residents of all ages to participate. Space-saving
techniques such as flattening cardboard and cereal boxes,
beverage cartons, and milk jugs, enable residents to recycle
three times more material in the larger cart, than in the previous
recycling program which utilized an 18-gallon bin.
As we continue to recycle more material, it is very important to
decrease any possible contamination sources in our recycling
carts. Please da nat put plastic ar paper bags ar pizza baxes in
yaur recycling cart.

Recycling Cart:
Newspapers, magazines, catalogs, junk mail, envelopes.
Do not bundle.

liners from cereal, cake, and cracker boxes.

How Do I Join? It's easy to join the E-Pay Plan. Simply complete the attached form and return it to the City of Hastings with a
voided check or a deposit slip. You may stop E-Pay plan at anytime by notifying the City of Hastings in written form requesting to
be removed from the plan.

E-PAY will directly charge the bank account you specified for the amount due. You will continue to receive a City of Hastings utility bill.
On your payment due date, your financial institution will automatically deduct the payment from your bank account and we will credit the
payment to your City of Hastings utility account. If your due date happens to fall on a weekend or bank holiday, the payment will be
processed the next business day.
You'll notice a difference on your bill. A message towards the bottom of the bill will appear stating "DO NOT PAY - DEBIT CHECKING".
Moving to a new location will affect your E-PAY Plan. If you move, your final bill will be paid through the E-PAY Plan, unless you make
other arrangements. To continue your E-PAY Plan at your new location, simply reapply. Ca1J the City of Hastings at the number on your
bill and we will be happy to send you a new appHcation form.
You can discontinue your E-PAY Plan whenever you choose. If you choose to discontinue your E-PAY Plan, just notify the City of
Hastings in writing. Or, your E-PAY Plan may be disconnected through a written request from your financial institution.
The City of Hastings will assess a "returned check charge" on any payment returned by the bank because of insufficient funds. The
amount of the payment will be reversed from your utility account. The bill may now be considered delinquent, as in accordance with the
City's Utility Billing Policies, and this may result in late penalties being assessed. The amount now due would be the previous amount
owed plus a NSF charge of $30.00. An immediate remittance of payment for the dishonored check by cashiers check, money order, or
cash must be made immediately. If not, disconnection procedures will follow. If the City of Hastings receives two insufficient funds
notices from your bank within a twelve-month period, we will assess a "return check charge" on each, and we will cancel your
participation in the City of Hastings' E-PAY Plan.

Members of the
Hastings City Council as
well as the Hastings
Poiice Department have
received numerous calls
regarding concems about noise disturbances in the City
of Hastings. A primary concern is the vehicle noise
disturbance from vehicles with bass amplifiers that emit
a loud bass boom box noise while the vehicles are
traveling our iocal streets.

Hastings Police Department would like to
remind all citizens of some Halloween
safety tips for upcoming Halloween events:
~ Door to door trick-or-treating should always be done in
~ the early evening hours.
Because of the numerous complaints to City Council
members and the Police Department, the Hastings City
Council Public Safety Committee has discussed
adopting an ordinance prohibiting this type of noise
problem. After review of our current ordinances already
in place, it was found that we currently have two
Hastings City Ordinances that deal with vehicle noise
issues and concerns. Ordinance 9.27 deals with
disorderty conduct; Sections 7, 8 and 9 of this ordinance
all deal with vehicle noise such as spinning of tires,
racing of motors or the production of any unnecessary
noise within a vehicle. City Ordinance 9.55, Public
Nuisance, also covers vehicle noise problems; Section
1 states, "by maintaining or permitting a condition which
unreasonably annoys, injures or endangers the safety,
comfort or repose of any member or members of the
public is a violation of this ordinance."
Calls received by Council members as well as the Police
Department concerning vehi.cle noise amplified with
bass is an issue that will be dealt with. Hastings Police
Department is going to advise all citizens that this
department will begin active enforcement of this type of
violation. Officers will be stopping vehicles when this
noise type of problem is observed. The first stop will
result in a driver being given a written warning, which
will provide a documented record for the police
department's computer system. If there are future
contacts with the same driver and vehicle for a simiiar
type of offense, a violation summons may be issued to
the driver for the ordinance violation. The violations
summons does not go on a person's driving record as
a traffic ticket would, but will require the person receiving
the summons to go to court and speak to a judge
concerning the ordinance violation.

through the candy to make sure that nothing appears to
have been tampered with.
Hastings Youth Recycling Project
Spotlights Girl Scout Troop #1584
as the Third Youth Green Team
Members of Girl Scout Troop #1584 are helping to educate the
community about the Youth Recycling Drop-Off Collection Box for
cardboard and mixed paper. Residents, small businesses, and
churches are encouraged to drop-off their ciean cardboard, magazines,
catalogues, phone books, boxboard, newspapers, and junk mail in the
large green recycling coliection box located In the parking lot at Terry's
Ace Hardware Store, 375 West 33" Street.
The Girl Scouts earn $15/ton for every ton of cardboard and mixed
paper dropped off in the collection box. Funds earned will be used to
support Girl Scout Troop 1584 badge activities. The learn and Earn
Youth Recycling Project is co-sponsored by the City of Hastings and
Waste Management. Since the program began earlier this year, Youth
Green Teams have recycled 47 tons of mixed paper and earned $705
for their organizations.

CLEARING THE AIR ON SMOKE AND FIRE

Open burning is defined in Minnesota State Statute 88.01 Subd. 23, as
'~ fire burning whether concentrated or dispersed, which is not contained
within a fully enclosed fire box, structure, or vehicle and from which the
products of combustion are emitted directly to the open atmosphere
without passing through a stack, duct or chimney." Open burning is
not allowed within the corporate limits of the City of Hastings. Any
burning, regardless of how or where it occurs, for the purpose of
eliminating trash, garbage, construction debris, yard waste and other
refuse is also illegal.
Recreational fires (camp fires) are permitted, provided all of the following
requirements are met:
The fire is for recreational or ceremonial purposes.
Is a minimum of 25 feet from a structure or other combustible material
(wood fences, decks, woodpiles and the like).
Is contained by a ring or other non-combustible structure to prevent
spreading.
Is no larger than three feet in diameter with flames extending no higher
than three feet. Recreational or campfires are not allowed in city parks or
other property unless a permanent containment device is in place for that
purpose.
Permission of the property owner has been obtained.
Firefighting equipment, such as garden hoses, shovels, buckets or a fire
extinguisher with a minimum rating of 4A is/are available and the fire is
constantly attended by a person knowledgeable in their use/so

charcoal may be used as fuel; paper may only be used to start the fire.
Is fully extinguished prior to leaving the site, thoroughly wet and stir the
ashes to ensure that the fire is out.
Outdoor incinerators or patio fireplaces are increasing in popularity.
These devices have a burning chamber which is enclosed on three
sides and a short chimney to route smoke upward. Keep in mind that
sparks and embers may be emitted from the front opening or
chimney, therefore placement of these units must be on a masonry
or other non-combustible outdoor surface and no closer than 10 feet
from any structure and all other recreational fire rules apply.
Although recreational fires are legal, they must not be offensive to
others. Examples of an offensive recreational fire are smoke,
embers or odors traveling to a neighboring property. If a legal fire is
found to be offensive, a public nuisance citation may be issued.
Remember that your neighbor may have a health problem or other
sensitivity that causes them to be intolerable to smoke or its odors.
