APPROVAL OF MINUTES Approve Minutes of the Regular Meeting on November 7, 2011 Minutes approved as presented Proclamation—Declare November AAUW Month (National America Association of University Women) The Mayor and Council read the Proclamation AAUW President offered comments regarding the Hastings Branch of AAUW V. COUNCIL ITEMS TO BE CONSIDERED Councilmember Balsanek announced that at the New Business section of the Ordinance that he will ask to discuss the consideration of a vacant property registration ordinance. VI. CONSENT AGENDA The items on the Consent Agenda are to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. NEW BUSINESS: Councilmember Balsanek introduced the idea of considering again the vacant property registration ordinance. After considerable discussion between the Mayor, City Council and Staff, it was agreed that in the first quarter of 2012 the Staff would present to the City Council the existing policies and procedures relating to code enforcement for vacant properties, rental properties, foreclosed properties and owner occupied properties, to determine further if additional changes should be considered, and possible enhancements to existing ordinances or new ordinances. XII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS: 1.) The public presentation on the Hudson reuse study will be conducted on Tuesday November 22, 2011 at 6:00 PM in the Community Room at the Hastings City Hall. 2.) City offices are closed on Thursday November 24 and Friday November 25 for the Thanksgiving Holiday(s) 3.) The Planning Commission will conduct a meeting on Monday November 28, 2011 at 7:00 PM in the Council Chambers 4.) The Finance Committee will conduct a meeting on Tuesday November 29, 2011 at 7:30 AM in the Volunteer Room at City Hall to discuss the 2012 Budget 5.) Mayor Hicks offered sympathy to Public Works Director Tom Montgomery due to the recent death of his mother 6.) Mayor Hicks offered congratulations to Public Works Director who was awarded on Thursday November 17, 2011 the Hugo Erickson Award by the Minnesota Public Works Association. XIII.
