DETERMINATION OF QUORUM IV. APPROVAL OF MINUTES Approve Minutes of the Regular Meeting on November 21, 2011 Minutes approved as presented Award Presentation – APWA-MN Hugo G. Erickson Award to Public Works Director Thomas Montgomery Angela Poppenhagen from the Minnesota Chapter of APWA presented Montgomery with a plaque. Mayor and Councilmembers congratulated Montgomery for his accomplishment. V. COUNCIL ITEMS TO BE CONSIDERED VI. CONSENT AGENDA The items on the Consent Agenda are to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Slavik, Nelson to approve as presented 7-0 1. Pay Bills as Audited 2. Resolution 12-01-11—Accepting Donation of $250.00 from the Rivertown Lions Club to the Hastings Police Crime Prevention Fund 3. Resolution 12-02-11—Accepting Donation of $1,000.00 from the Downtown Business Association to the Hastings Police Reserve Unit Fund 4. Approve Joint Powers Agreement Between the City of Hastings and Dakota County Fleet Services for One Year Trial of Purchase of Police Department Fleet Maintenance Services 5. Designation of Firearms as Excess/Surplus Property and Authorization to Offer for Sale and/or Destroy 6. Resolution 12-03-11– Supporting Grant Application for Improving Access to Polling Places 7. 1st Reading\Order Public Hearing: Rezone Property from C-3 to R-2 (401 Tyler Street). 8. Approve Construction Fund Transfer and Closing of TRAC Fund 9. Approve Sewer and Water Service Line Agreement – 2631 Rushmore Road 10. Public Hearing: Amend City Code Chapter 31 – Temporarily Reducing Salary of Mayor and Councilmembers Osberg introduced the item Public Hearing was opened at 7:10; hearing no comments, Public Hearing was closed at 7:10 p.m. 2. Public Hearing: Truth in Taxation Osberg introduced the item Public Hearing was opened at 7:38; after hearing comments on the concern over the adverse effect of increasing property taxes for commercial properties from Don Bettis, Ed Rymer, and Joe Mohrhauser, the Public Hearing was closed at 7:48 p.m. VIII. Resolution 12-05-11— Variance – Minimum Structure Setback #2011-52 – New Garage (40l Tyler Street) Hinzman introduced the item Alongi, Hollenbeck to approve as presented 7-0 C. Administration 1. 2nd Reading/Ordinance Amendment 2011-27 Adopt Ordinance: Amend City Code Chapter 31-Temporarily Reducing the Salaries of the Mayor and City Councilmembers Osberg introduced the item Slavik, Schultz to approve as presented 7-0 2. Police Department Report to Council on 2012 Policing Priorities Schnell introduced the item Canine Officer Ozzy was introduced by Officer Schmitz X. COMMENTS FROM AUDIENCE: Don Bettis questioned the difference in taxation between structures in different classifications X. UNFINISHED BUSINESS: XI. NEW BUSINESS: XII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS: 1) Councilmember Slavik announced attending a Redesign in Government Session sponsored by the League of Minnesota 2) Mayor Hicks wished Councilmember Alongi a Happy Birthday 3) Mayor Hicks congratulated City Engineer Nick Egger on the recent birth of a baby girl 4) HEDRA will meet on Thursday December 8 at 6:00 pm in the Council Chambers 5) The Planning Commission will conduct a meeting on Monday December 12 at 7:00 pm in the Council Chambers 6) The Park and Recreation Commission will meet on Tuesday December 13 at 6:00 pm in the Council Chambers XIII.
