HomeMy WebLinkAbout02-20-96 Closed Door \ i i I I Hastings, Minnesota February 20, 1996 The City Council of the City of Hastings, Minnesota met in a closed door session on Tuesday, February 20, 1996 at 7:45 p.m. in the City Hall Council Chambers, 101 4th Street East, Hastings, Minnesota. Members Present: Councilmember Plan, Johnson, Simacek, Hicks, Moratzka and Mayor Werner Members Absent: Councilmember Riveness Staff Members Present: Dave Osberg, City Administrator; Barb Thompson, City Clerk; Nick Wasylik, Police Chief; and Shawn Moynihan, City Attorney The following agenda items were presented for consideration: 1. Resolution No. 2-27-96 Approve Allocation of Damages - M.P.R.S. 2. M.P.R.S. Affirmative Action and Hiring Commitment Plan 3. 1996 Labor Contract Negotiations Shawn Moynihan presented to Council developments in the lawsuit involving Starks and Fields vs. M.P.R.S., and recommended the following action by the City Council when this closed door session is adjourned to the regular Council meeting. 1. Adopt the enclosed resolution which outlines the formula to be used to allocate the monetary damages against all M.P.R.S. Cities. r 2. A motion stating that at this time, the City will have Mel Harris put together an affirmative action plan for Hastings, as it pertains to encouraging African-American Students to consider a career in law enforcement. 3. A motion stating that the City will join the hiring commitment for African-American Law Enforcement Candidates as that hiring commitment is presently structured. ~ City Administrator Dave Osberg updated the City Council on the 1996 Labor Contract negotiations with the Patrol Officers Union, Police Supervisors Union, Firefighters Union, and 4ger's Union asking directions from them on certain items. Moved by Councilmember Simacek, seconded by Councilmember Johnson to adjourn the meeting at 8:25 p.m. to the regular Council meeting. 6 Ayes; Nays, None. ~G~ ATTEST~~$~~ City Clerk Mayor
