Members Present: Councilmember Plan, Moratzka, Johnson and Mayor Werner/ If~~ Members Absent: Councilmember.R:t"e~~~, Hicks and Simacek Staff Members Present: Dave Osberg, City Administrator; Shawn Moynihan, City Attorney; Tom Montgomery, Public Works Director; and Mike Wozniak, Community Development Director; Mayor Werner asked if there were any corrections or additions to APPROVAL OF the minutes of the regular meeting of March 4, 1996 and hearing none MINUTES declared the minutes approved as presented. Moved by Councilmember Plan, seconded by Councilmember Johnson to approve the consent agenda as presented. CONSENT AGENDA 1. Pay all bills as audited 2. Resolution No. 3-4-96 - Authorize Feasibility Report & Order Public RES. NO. 3-4-96 Hearing for County Road 42 Improvements 3. Appointment of Lance Twedt to NRRC 4. Order Public Hearing - Vacate Alley East of Eddy S1. between West 14th & West 15th Streets 5. Recertify Hilltop Homes 1 st Addition 6. Renewal ofK.C. Hall Bottle Club License 4-1-96 4 Ayes; Nays, None. Moved by Councilmember Moratzka, seconded by Council- member Plan approving Resolution No. 3-5-96 accepting an offer on the sale of $195,000 of General Obligation Equipment Certificates of Indebtness, Series 1996, Providing For Their Issuance and Levying a Tax For The Payment Thereof. 4 Ayes; Nays, None. NO. 3-5-96 AWARD CONTRACT 1996 EQUIPMENT CERTIFICATES City Councilmember Ed Riveness arrived at 7:04 p.m. Mayor Werner opened the Public Hearing at 7:05 p.m. to consider P.H. - REZONE- the rezone from Agricultural to R-l Low Density Residence for WALLIN 2ND approximately 4 acres of property south of Meadow View Trail and ADDITION West 17th Street as requested by Duane Wallin. Mayor Werner asked if anyone wished to speak on the issue, no one wished to do so. The Mayor closed the public hearing at 7:06 p.m. Moved by Councilmember Johnson, seconded by Councilmember Riveness to approve the 1 st Reading of the rezone from Agricultural to R-l Low Density Residence for approximately 4 acres of property south of Meadow View Trail and West 17th Street as requested by Duane Wallin. 5 Ayes; Nays, None. 1ST READING- REZONE WALLIN 2ND ADDITION Moved by Councilmember Riveness, seconded by Councilmember PREL./FINAL Plan to approve the preliminary/final plat of the Wallin 2nd Addition PLAT WALLIN development resulting in ten lots for single family detached homes. ,-L 2ND ADDITION 5 Ayes; Nays, None. -'T Amended 4-15-96 to include Conditions approved" jJ7 Page 2 Moved by Councilmember Moratzka, seconded by Council- member Riveness to approve the new job descriptions for the CADD Operator (Engineering Aide III) and the Survey Crew Chief (Engineering Aide II); approve the lateral transfer of Andi Gustafson from Survey Crew Chief to CADD Operator; and authorize advertising to fill the position of Survey Crew Chief (Engineering Aide II). 5 Ayes; Nays, None. Moved by Councilmember Riveness, seconded by Council- member Moratzka to amend the Personnel Policy to allow for a prorationing of holiday hours, based upon the part-time employees normal work schedule. A normal work schedule is 16 hours a week, thus a benefit of 16/40 of the holiday or 3.2 hours, would be implemented, rather than the current system that results in a paid holiday if it falls on the persons scheduled work day. Adjust the Police Department part-time personnel wage schedule as follows: Start 6mos 1 year 2years 3 years 4years 5years 5 Ayes; Nays, None. CURRENT $ 8.43 $ 9.33 $10.28 $11.25 $12.26 $13.32 $15.16 PROPOSED $ 8.43 $ 9.24 $10.06 $10.87 $11.69 $12.50 $13.32 City Councilmember Paul Hicks arrived at 7:14 p.m. Moved by Councilmember Moratzka, seconded by Council- member Riveness approving the Lease Agreement for the rental of space at the Westview Center for the Senior Center. 6 Ayes; Nays, None. Moved by Councilmember Plan, seconded by Councilmember Johnson to approve a request for proposals for the redevelopment of the Barker House in East Hastings. 6 Ayes; Nays, None. Mayor Werner asked Staff to research the issue of locating a stop sign at 33rd Street and Lester Avenue and report back at the City Council meeting on April 1 st. City Councilmember Lynn Moratzka announced to the City Council that she had been appointed to the Mississippi River National Coordinating Committee. Mayor Mike Werner congratulated the Hastings Girls Basketball Team for winning the 1996 State Basketball Tournament. Moved by Councilmember Hicks, seconded by Councilmember Moratzka to adjourn the meeting at 7:30 p.m. 6 Ayes; s, None.
