The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday,
June 3, 1996 at 7:00 p.m. in the City Hall Council Chambers, 101 4th Street East, Hastings,
Minnesota.
Members Present: Councilmember Riveness, Johnson, Simacek, Hicks, Moratzka and
Mayor Werner
Members Absent: None
Tumey Hazlet of the NRRC introduced Linda Held of 1945 Oak Street who presented
a placard that she designed introducing Herman Headwater with courtesy suggestions regarding
the usage of the public boat ramp in Hastings. Mayor Werner and Council thanked Linda for her
time and effort put into this matter.
Mayor Werner asked if there were any corrections or additions to the
minutes of the regular meeting of May 20, 1996 and hearing none declared the
minutes approved as presented.

to add to the City Administrator Agenda Item No.8, Discussion ofParkkeeper
Vacancy. 6 Ayes; Nays, None.
Mayor Werner opened the Public Hearing at 7:08 p.m. regarding the
amending of the development agreement to allow setback requirements
consistant with the new R-2 Zoning Ordinance adopted on November 23, 1995
for Riverwood 6th Addition. Mayor Werner asked if anyone wished to speak
on the issue, no one wished to do so. The Mayor closed the public hearing at
7:10 p.m.

to table the request to amend the development agreement to allow setback
requirements consistant with the new R-2 Zoning Ordinance for Riverwood 6th

adopting the Metropolitan Livable Communities Action Plan for the Dakota DAKOTA CO.
County Cluster. Councilmember Hicks asked that it should be noted that the City CLUSTER
has committed a portion of the Community Block Grants to low and moderate
income residents for abatement on assessments. 5 Ayes; Nays, Riveness. Copy

Moratzka approving the job description for the Administrative Assistant/City

to authorize advertising for the position of the Administrative Assistant/City Clerk

Moved by Councilmember Moratzka, seconded by Councilmember USER FEES
Johnson authorizing the following action on User Fees:
1. The appointment of the Standing Committee of Councilmembers Hicks,
~ Moratzka and Riveness who are now on the Joint Powers Committee.
2. That this committee look at the proposal from Councilmember Johnson
for a review of the User Fees.
3. That City Staff prepare an amendment to City Code Section 252, Subd. 2,
and that this Standing Committee become a part of that City Code Section.

to approve the appointment of Joan Warner of 1st Ward Councilmember for the lSfWARDCOUNCIL

Moved by Councilmember Hicks, seconded by Councilmember Riveness
approving the proposal for subsurface exploration as proposed by Allied Test
Drilling Company for the possible addition and parking expansion of the Civic
Ice Arena. 5 Ayes; Nays, Johnson.

June 11, 1996 from 7 to 9 p.m. there will be a special focus group session
for members of the Twin Cities Area Planning Commissions to discuss regional
developments over the next 25 years.

Budget Committee - Mayor Wemer is asking that each Councilmember
present a name of a constituent who is interested in serving on the Budget Committee
for the 1997 budget process.
Councilmember Moratzka stated there will be a Open House at the Dakota
County Government Center in Hastings on June 12th from 4:00 p.m. to 8:00 p.m. regarding
Transportation System Changes in the next 20 years.
Councilmember Hicks stated that on Saturday, June 1st SOAR celebrated
the end of the Dual Track Process, and he accepted a plaque on behalf of the City
of Hastings for their effort in this process.
Moved by Councilmember Simacek, seconded by Councilmember
Johnson to adjourn the meeting at 7:44 p.m. 6 Ayes; Nays, None.
