[I r Hastings, Minnesota September 30, 1996 The City Council of the City of Hastings, Minnesota met in a special meeting on Monday, September 30, 1996 at 7:00 p.m. in the Volunteer Room at the Hastings City Hall, 101 4th Street East, Hastings, Minnesota. Members Present: Councilmember Riveness, Warner, Johnson, Simacek, Hicks, Moratzka and Mayor Werner Members Absent: None Staff Members Present: Dave Osberg, City Administrator Joyce Pruitt, Administrative Assistant/City Clerk; and Shawn Moynihan, City Attorney Mayor Werner opened the City Council meeting and introduced the first item for discussion, regarding a resolution of the City of Hastings declaring certain property as abandoned and excess and authorizing disposal. Moved by Councilmember Riveness, seconded by Councilmember Simacek to approve Resolution No. 9-11-96 declaring certain property as abandoned and excess and authorizing disposal. 7 Ayes; Nays, None. City Council directed Staff to draft a waiver for purchasers to sign verifying they are aware that any park or other equipment purchased does not necessarily meet current State or Federal standards. RES. NO 9-11-96 DECLARE CERTAIN PROPERTY - ABANDONED & EXCESS & AUTHORIZE DISPOSAL Moved by Councilmember Hicks, seconded by Simacek to approve authorizing AUTHORIZE the execution of necessary contracts for the health group insurance program for City GROUP INS. employees for Blue Cross/Blue Shield and tabling authorization of the life insurance and PROPOSALS long term disability insurance contracts. 6 Ayes; Nays, Riveness. City Administrator Dave Osberg noted the municipal newsletter had several revisions since the City Council packet had been delivered. Moved by Councilmember Riveness, seconded by Councilmember Moratzka to approve the newsletter format and content, and authorize its publication and distribution. 7 Ayes; Nays, None. Following a discussion, the City Council directed Staff to provide a temporary name to the City newsletter. CITY NEWSLETTER Moved by Councilmember Riveness, seconded by Councilmember Hicks to RES. NO. 9-12-96 approve Resolution No. 9-12-96 of the City of Hastings authorizing the City SUBMIT Administrator to submit an application to the Minnesota Amateur Sports Commission APP. TO MASC requesting Funding from the Mighty Ducks Capital Bonding Fund. 7 Ayes; Nays, None. REQUESTING FUNDING MIGHTY DUCKS Page 2 September 30, 1996 Moved by Councilmember Hicks, seconded by Councilmember Warner, to schedule the 1 st Reading of an Ordinance Granting Electric Franchises to Northern States Power and Dakota Electric Association for Monday, October 21, 1996, and a Public Hearing and 2nd reading of the Ordinances at the November 18, 1996 City Council meeting. 7 Ayes; Nays, None.
