Mayor Werner opened the public hearing at 7:04 p.m. to receive comments on the
proposed 1997 City BudgetlProperty Tax Levy. Finance Director, Lori Webster, introduced the
item, explaining the item is a public hearing for truth-in-taxation and adoption of the tax levy
would not be until the December 16, 1996 City Council Meeting. She explained overall the
proposed tax levy is increasing by 8% but that this still means no increase to an individual's city
portion of their property taxes, assuming property values remain the same.
Mayor Werner asked if anyone wished to comment on the proposed budget/tax levy and
Mr. Willis Olson 80 Valley Lane, complemented the City Council on the 1997 proposed budget.
He also expressed concern regarding a 45% increase in rental property taxes due to a 50%
increase in market value. Mayor Werner explained the taxable market value issues should be
addressed at the Dakota County Truth-in Taxation Hearing. Dale Freke, 1018 Ramsey Street,
requested clarification on his property tax statement. Finance Director, Lori Webster, explained
any increase in 1997 is attributable to an increase in a property's market value.
