II. MINUTES OF May 17, 2004
Goderstad moved and La Beck seconded that the minutes be approved. Motion
carried.
III. REVIEW OF BUILDING PERMITS OR DESIGN PROPOSALS.
Applications

(a) 711 Tyler Street - Bob Pilz - Application to seek approval to replace
windows and garage door.
Vice Chair Boler asked to clarify if this house was built in 1880. She felt that
since it was built at that time, it should be a contributing property.
Commissioner Martin stated that she walked through the house when it was on
the market and the house was in very poor condition. She also asked if anyone
was able to identify if the windows were wood or metal.
Commissioner Simacek believed the rear of the home was added on and the
existing windows were not the original windows from when it was built.
Commissioners stated the windows are to be replaced by wood or metal
windows and not vinyl windows. Commissioner Simacek stated that these
proposed replacement windows have wood on the interior.

Commissioners were unable to determine if the window sizes will be the exact
same sizes or if minor alterations will be made. The owner stated on the
application that the windows will be replaced with similar windows.
Commissioners believed they needed more clarification on the window sizes that
are listed, determine if they are the sizes of the existing windows, and if there
would be significant difference when the owner replaces the windows.
Commissioners recommended a site visit before they made a decision. The
elected committee will be able to make a decision when they visit the site. Boler,
Martin, Hellie, and Simacek volunteered to visit the site with the owner. They
stated it would be best to do it anytime after 6:00 pm.
r- Motion by Simacek, second by Boler to table the application for the proposal on
the windows; motion carried.
Motion by Sovik-Siemens, second by Goderstad to table the request for replacing
the garage door due to lack of information; motion carried.
(b) 401 West sth Street - Edith Kaiser - Application to seek approval to
repair stairs and install stair rails.
Edith Kaiser's brother presented pictures and drawings to commissioners on the
proposal to repair the existing stairs. He also presented pictures on a railing they
are requesting to install. He included the descriptions of the construction,
materials and dimensions provided by the local contractors.
Commissioners felt the applicants were placing a railing that is appropriate to the
historic design and repairing instead of replacing the stairs was more suitable.
Motion: Goderstad moved and Simacek seconded the motion to approve repair
the stairs and install the railing as presented by Dakota Fencing. Motioned
carried.
Business

(a) 312 2nd Street - Structure located in the front of the House.
Commissioners believe the structure is a fence and should be taken down. They
are aware that the owner calls it a trellis, however; since the house is in the
historic district and the structure is blocking the front and front door of the
property, the owners should remove it or visit with the HPC.
Goderstad moved and Sovik-Siemens seconded the motion to have staff send a
letter to the owner requesting them to remove the trellis or meet with the HPC
regarding the structure. Motion carried.
The Commissioners requested to talk about the Downtown Redevelopment
Project after they have completed the other items on the agenda.
IV. INFORMATION AND REPORTS
(a) 623 Tyler Street - Cindy Hoeschen - Demolition of House
Commissioners stated that if the owner wishes to demolish the house, the owner
will need to get approval by the HPC. They clarified that if the owner applies for
a certificate of approval for demolition, the application must also include what
,,--- structure will be replaced.
(b) 706 Vermillion Street - Mark and Gail Borchardt

Wiekert updated the staff with the application on the Borchardt property. She
informed them that the application has been received in the Planning
Department. They are requesting additional information on the specifications of
installation to ensure the structure will hold up to wind and other weather
changes. They especially need the distance between the polls before the permit
is approved.
(c) 709 Ramsey Street - Karen Curry
Martin moved and Simacek seconded the motion to extend the fence application
approval to no more than one year. Motion carried.
(d) Web page
John Grossman and Amy Martin will determine a schedule to talk about the web
page.
Desian ProDosal
(a) Review Preliminary Plans for Downtown Redevelopment
Director Grossman summarized the designs presented by Sherman Associates.
He identified the usage of the property and the phases for development.

General Comments
Commissioner asked if moratorium affect the development of this design.
Grossman stated that it would not affect the development.
Commissioners asked about the war memorial and if the small plaza will
get in the way. They commented on the percentage of housing the
proposal shows. It was clarified that approximately 65 percent was
housing and 35 percent would be used for retail. Commissioner Martin
asked why there were so many meetings and a lot of requests were not to
place residential in the downtown district, but the concept plans show
mostly housing of some type.
There were concerns on the view of the river with the elevations of the
building. They felt that the height of the building would obstruct the view
and they would like to see the river instead of big condominium structures.
They felt three buildings should have tall and narrow windows similar to
the other existing buildings.
Commissioners asked if the Shoreland Ordinance would affect this
development and if the city has a Shoreland Ordinance and if it is utilized.

Grossman clarified that the Shoreland Ordinance would be utilized and the
planning department does utilize it with any development along our
Shoreland district.
Block 3 comments

Hellie doesn't like parking lot.
Martin stated the condos do not benefit enough people. Condos only
benefit the residence of the condos and not the rest of the residence or
visitors.
Boler agrees with Mayor Werner on utilizing the area for public space and
she doesn't want condos on block 3.
Sovik-Siemens also doesn't want condos and feels it should be a public
place.
Simacek states that there needs to be people living in downtown to keep it
going. If there are only people visiting, there will only be people there at
peak times or certain times. If people live downtown, there will already be
people there utilizing the retail there more often.
La Breck states there needs to be more attractions downtown. Such as
museums, restaurants, etc. He believes there are other alternatives to the
design of utilizing the downtown.

Goderstad stated that back in the '60s he raised $10,000 for the parking
lot and the local business worked together to maintain it. Believes they
can clean up the parking lots and add better lighting and landscaping. He
is opposed to condos because they block the views.
Ron Craft, a representative for Bailly's Landing, feels that the proposal from
Sherman Associates will bury the town. He feels that there needs to be housing
and hotels for the downtown to be successful. He handed out information
regarding proposals for Bailly's Landing and a feasibility study on it.
Hellie asked what the elevations will be on his proposed Bailly's Landing since it
is proposing approximately 80 condos and retail space.
Mr. Craft stated that the highest would be similar to the Finch building. However,
the condos would be placed far from the river front and the plans place the public
usage on the river. He states that their proposal features more open space
along the river front for public usage.
Commissioners would like to see more business and attractions than residence.
They feel it would be better for the downtown area. It was clarified that Mr. Craft
is proposing more business and attractions.
