II. MINUTES OF APRIL 20TH, 2004
Boler moved and Goderstad seconded that the minutes be approved. Motion
carried.
III.
REVIEW OF BUILDING PERMITS OR DESIGN PROPOSALS.

Applications
(a) 706 Vermillion Street - Mark and Gail Borchardt - Application to seek
approval to erect fence around perimeter of property.
The proposed fence material is wire covered with green plastic. The location is
front, side and back of the yard on the north side of the house.
The commission agreed that the material was not appropriate for front yard use.
The guidelines call for metal or wood. The fence met the guidelines for height
and transparency. There was a concern that the planning commission would not
issue a permit for this fence because it appears to be for temporary or seasonal
use.
Motion by Martin, second by Boler to deny application; motion carried.

Discussion established side yard as behind the center of the building side.
Motion by Hellie, second by Martin to authorize staff to approve an application for
a fence of this material if the location were changed to side and rear yard only.
Borcharts would first have to provide a new site plan to the Planning Department
for a fence permit.
(b) 216 E. 6th Street - Dawn Walker - Application to seek approval for
replacement of fence, wooden porch and stairs, window and
replacement of roof.

Motion: Boler moved and Sovik-Siemens seconded the motion to approve
replacement of the fence. Motioned carried.
Commissioners tabled the request to replace the porch needing more details and
stair rail design. They are requesting for sketches and photos. There will be no
action on porch and windows until further information is received. A letter is
required to be sent to the owner and there may be financing available for the
replacements.
(c) 709 Ramsey Street - Karen Curry - Amendment to approved plan. The
owner is requesting to change the style of the storm doors for the front
and rear of the house.
Motion moved by Boler and seconded by Goderstad to approve the request to
change the door design half solid and grids (rear) and full clear glass (front) to full
glass with grids. Motioned carried.
(d) St. John's Lutheran - Replacement of siding with metal siding for office
building.
A sample of the siding material was brought to the HPC meeting. A
representative for the church presented their information to the HPC. There
.,- would be a complete remodeling of the office building including shingles on the
roof.
Smooth steel siding, white vinyl siding, could be an option for replacing the siding
to be removed. The wood grain siding is considered inappropriate.
Hellie moved and Boler seconded the motion to approve steel siding, subject to
siding being smooth rather than the wood-grained sample provided. The lap
siding is not required to be 4 inches, but the replacement can range from 3-5
inches and must to be white.
Motion moved by Boler and seconded by Sovik-Siemens to not approve metal
soffits. Motion carried.
Desian Proposals
(a) 401 W. 5th Street - Edith Kaiser - Replacement of steps on north east
corner of lot.

Cathy and Jackie inspected the steps for insurance purposes. The stairs needed
to be replaced. Can she meet the code by repair? A couple of contractors'
names were given to owner for repair.
Business
~ (a) 222 W. 7th Street - Laura Most - Non compliant window.
Builder submitted approved plan which showed three windows were going to be
installed. Only two of the windows were installed.
Boler moved and Goderstad seconded the motion to allow the plans and
windows as detailed on site be approved and no action be taken on the non-
compliant window. Motion carried.
(b) 301 2nd Street - Rodney Mulholland - Octagon House.
A letter is to be sent to the Attorney requesting that a letter be sent to the owner
requiring action on the stair rail. Status will be given next month.
(c) 816 Eddy Street - Replacement of windows with Certificate of Approval.
The windows replaced were done by the previous owner. The current owners
are aware of their responsibilities as an owner of a heritage property.
John Grossman will ask owner to contact realtor for photographs if available.
(d) 312 Second Street - Rear privacy fence.

Boler moved that privacy fence be removed or reduced in height and that issue
be investigated with planning department.
IV. INFORMATION AND REPORTS
(a) Web page
Amy Martin, Frank LaBreck, Stephanie Nornes and John Grossman will set up a
meeting later in June to go over the website.
Adiournment
With no further business, Goderstad moved and Boler seconded to close the
meeting.
