QUORUM: Commissioners: Boler, Simacek, Sovik-Siemens, Goderstad, Martin, Hellie present: ,.-- Staff: Grossman, Mahoney II. MINUTES OF FEBRUARY 20TH, 2004 Martin moved, Goderstad seconded that the minutes be approved. Motion carried. III. REVIEW OF BUILDING PERMITS OR DESIGN PROPOSALS. (a) 709 Ramsey Street. Karen Curry - Review of window casing and grid pattern. Motion: Martin moved and Goderstad seconded that picture window with clear centre and 6 over 6 grid pattern for the two adjoining windows be approved. Motion carried. ~, The submitted drawings for the window casing were reviewed by the Commission. Nellie drafted an alternative design for the casing and crown. Motion moved by Martin and seconded by Goderstad that the owner be requested to measure casing of porch windows and ensure that all new window trims be of the same dimension. It was further moved that sash replacements for the windows be approved and the crown for all windows should be built as shown in the drawing prepared by Nellie and be sent to owner. It was noted that the owner should be informed that the casing for the windows should not be flushed with the siding. ~ (b) Historic Gardner Hotel. 221 East 2nd Street. Rebecca State. Proposed Signage. Hellie moved, Simacek seconded that the existing sign be approved. Motion carried. Against: Goderstad. IV BUSINESS (a) 222W. 7th Street. Laura Most - Non compliant window. Window on east elevation of addition to house was shown on approved plan to be replaced with existing window. The window inserted as part of the addition is a new window of a different shape. Sovik Siemens moved and Goderstad seconded that HPC staff write to the building contractor undertaking the alterations to the house and inform him of HPCs knowledge of the non compliant window. The building contractor will be given option in the letter to change the window to conform with approved plan or attend the next HPC meeting to put forward an argument for retaining non compliant window. The building contractor will further be advised not to involve the owner at this stage of the process. Motion carried. --- (b) 816 Eddy Street. The blowing in of insulation resulting in holes in siding. Martin moved and Hellie seconded that HPC staff send a letter to new owners of 816 Eddy advising them of their responsibilities of owning a heritage designated property. The letter will further note that the holes be patched and painted by the owner at earliest convenience. Motion carried. (c) Octagon House. 301 W. 2nd Street. Rodney Mulholland. It was noted that the temporary rail~ng still exists despite the HPC's efforts to get owner to replace it. HPC staff advised that a letter has been drafted and will be sent our advising the owner of his responsibility to replace temporary railing with a more appropriate permanent railing consistent with the design provided by SPHO. (d) Preservation Awards Nominations were submitted at the meeting. A Preservation Award Committee was formed. The members of the committee are Commissioners Boler, Hellie and Sovik Siemens. The committee will survey the sites, narrow down award nominations and report to the April meeting. The final award recipients will be decided by the HPC at the ~ April meeting. ~ (e) Ordinance Amendments Martin moved and Goderstad seconded that the changes to the ordinance presented at the meeting include the additional language provided by Grossman be accepted except for the following change: That the sentence referring to economic hardship in the introduction of Subd 6 be removed and an alternative sentence referencing economic hardship and need to meet strict criteria be inserted into D of Subd 6 under the heading 'Appeal to the City'. It was further moved that subject to the changes mentioned above and preparation of a reference document outlining criteria for economic hardship, that the draft be presented to the Council Committee and Attorney. Motion carried. V INFORMATION AND REPORTS (a) Historic Preservation Web Site Martin presented the first draft of the web page to become part of the City's web page. The meeting with IT was summarized and a committee was formed to review future changes to the draft. Boler agreed to become a member of the committee and it ,,- was suggested that La Breck and Warg be invited to be part of the committee. Meeting closed at 9.00 pm by Commissioner Boler -
