Quorum: Commissioners: Boler, Simacek,Sovik-Siemens, Goderstad, LaBreck, Martin present; Staff: Grossman, Mahoney Citizens: Curry II. Minutes of January 20th 2004. Goderstad moved, LaBreck seconded that the minutes be approved. Motion carried. III. Review of building permits or design proposals. 709 Ramsey Street - Proposal to replace windows, doors and add decorative gables and bargeboard to house and garage and add window headers. Karen Curry attended the meeting to discuss the proposal with the Commissioners. ,-. Windows: Commissions agreed that the colonial grid was more appropriate for the age of the house and the prairie style window would look inappropriate. Commissioner Boler suggested that measurements should be taken to get as close to muntons as possible. The smaller windows should be consistent with the larger windows with regards to the size of the grids. Motion: Boler moved and LaBreck seconded that all windows be the same and the owner decide how many grids to be in each windows (1 over 1, 2 over 2 or six over six) and that the new windows fit into the existing openings. Motion carried Front Door: Martin moved and Goderstad seconded that the existing front door be retained and the screen/storm door as illustrated in the Vintage Woodworks catalogue on page 143 be added. Motion carried Back Door: .- Commissioners agreed that the half solid door with a glass panel and grids would be appropriate but the spacing for the grids should match the proposed windows. Goderstad moved and Simacek seconded that the door with a glass panel and two solid panels as shown in the packets and a simple screen door be approved. Motion carried. r- Gable Decoration for House: Martin moved and Sovik-Siemens seconded that the old lace decoration as illustrated in the Vintage Woodworks catalogue on page140 be approved and owner should decide on most appropriate size dependent on pitch of gable. Motion carried. Bargeboard for Garage: Martin moved and LaBreck seconded that the decision to add decorative treatment to garage be dealt with at a later date and owner reappear before Commission when ready to make proposed decorative additions to garage. Motion carried. Window Headers: Boler noted that window headers were not appropriate for historic Hastings properties. Commissioners agreed that a crown and window frame similar to the porch windows would be more consistent with the style of the building. Commissioners agreed that owner discuss with window contractor options for window frame and possibility of replicating porch windows. The window headers as submitted were not approved. The Commission indicated that it would consider a Lintel and moulding or similar design. Motion moved by Martin and seconded by Goderstad that Commission hold on the ,- above window motion until vendor provides information to owner on exterior appearance of window frame and headers and committee approves it all calls for a special meeting. Motion carried. IV Business A. Review of Heritage Preservation Ordinance The Commission discussed the most recent changes that need to be addressed in the Ordinance. The changes discussed included public hearings, interim protection, planning commission referral, Design Guidelines, criteria to submit with Certificate of Approval, enforcement procedures and economic hardship. The Commission agreed that all issues should be included in the next edit of the Ordinance however 'economic hardship' should be excluded at this stage until further research has been done. The Commission requested that a revised version of the Ordinance together with an original copy showing the editing done to date be provided at the next meeting. It was noted that as a result of removing Subd 6 from the ordinance to be replaced with the design guidelines that demolition issues were no longer dealt with in the Ordinance. Commission agreed to retain language of Subd 6 of the ordinance to retain ability to deal with demolition issues. It was also agreed that section f of 6 should be moved to ,- the top of the section to act as an introduction. ,--- B. Downtown Redevelopment Council approved request for the HPC to be given opportunity to comment of the Downtown Redevelopment project. The Council directed that the HPC comments be heard at a Downtown Development made up of two HRA members, two Downtown Redevelopment Committee members and Council members. It was agreed that Goderstad would attend the Advisory Committee meetings for the redevelopment project when requested by the Committee. C. Annual letter to property owners Editing the 2003 version of the annual letter to property owners of designated properties and properties within districts was discussed. It was suggested that a question and answer format may make the information more reader friendly D. Transfer of funds Motion moved by Goderstad and seconded by Boler that $90.00 from publications to subscriptions be transferred to pay for the Preservation Alliance magazine subscription for each HPC member. V: Information and Reports ~ A. Web site for HPC Commissioner Martin reported on her work to date on the web site. Commissioner Martin suggested that a reader friendly version of process for certificate of approval and other information including contacts be placed on a web site. It was also suggested that a realtors seminar to discuss heritage preservation and its benefits might be helpful in realtors promoting the purchase of an old house. Another suggestion was a letter to realtors asking what information they required to sell historic houses. B. LeDuc Restoration Project update reports were handed out to all Commissioners for information on progress to date. C. Preservation Awards it was noted that all Commissioners needed to submit their nominations for the award by the next meeting. Commissioner Goderstad moved that the meeting be adjourned seconded by Simacek. ~
