HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes of the Meeting of January 20, 2004 .
I. Quorum: Commissioners Hellie, Simacek, Sovik-Siemens, Boler, Goderstad, LaBreck,
Martin present; Staff: Grossman. Citizens: Thorsen. Vice Chair Boler called the meeting to
order.
II. Minutes of December 16, 2003. Goderstad moved, Sovik-Siemens secoJ;lded, approval;
motion carried.
ill. Review of building permits or design proposals
No applications.
IV. Business
A. Downtown redevelopment. Richard Thorsen asked that the HPC review future
development proposals for compatibility of design with the historic district. Staff noted
that as the proposed redevelopment area is outside of the designated district boundaries,
HPC review would not be required or authorized by ordinance. The ordinance provides
that the HPC may request, of the Council, action that contributes to preservation of
designated properties. Goderstad moved, Martin seconded, that a request be submitted to
Council providing the HPC an opportunity to comment on development plans during the
review process; motion carried, 7-0.
B. Annual elections. Goderstad moved, Sovik-Siemens seconded, a white ballot for
Dave Warg as Chair and Jackie Boler as Vice Chair; motion carried; 7-0.
c. 2004 plans. Commissions agreed on the following objectives for the year. Hold the
annual preservation award ceremony in May. Mail the annual design review notification
to property owners, certain city sta.H: realtors, Council members. Attempt to make the
notification more graphically attractive. Add a preservation page and the guidelines to
the City's web site. .
V. Information & reports
A. Nomination preparations. Boler and Martin researched MHS census records for
indications persons of some significance owned 314 W. 15th but did not find materials
that would justify the nomination of the property. Work on this nomination will end until
the siding is removed which may reveal architectural significance. Work continues on
nominations for 402 W. 7th and 409 W. 7th. ·

B. LeDuc interpretation development. Staff reviewed progress on interior rehab of the
house by MIlS, on plans for landscape restoration by Landscape Research, and on

planning for the interpretation by Dakota County Historical Society and the Friends of
the LeDuc.
C. HPC staff position. Staff reported that 20 applications were received and four
candidates would shortly be interviewed. The Chairman volunteered to attend the
interviews. May have new HPC staff person on board next month.
VI. Adjournment. LaBreck-moved, Simacek seconded adjournment; motion carried.
