Quorum: Commissioners Sovik-Siemens, Martin, LaBreck, Goderstad, Martin and Craft present. Mr. Goderstad designated acting chair. II. Minutes of September 16 and October 8, 2003: Motion by Craft, second by LaBreck to approve; motion carried. III. Review of building permits or design proposals 212 East Second St. - Hollenbeck. Request for approval: replacement of transom glass with thermopane, changing transom framing. Motion by Craft, second by LaBreck to approve as proposed as the change of appearance is slight and original material is not involved. Motion carried. 203 E. 6th St. - Lohmann. Request for approval: replacement of three windows sash and frame both, and of 13 windows sash only, with Marvin tilt-pacs, wood material, size and muntins to match originals. Motion by Martin, second by Carft to approve as proposed as the design of the new sashes is very close to the appearance of the existing sashes; motion carried. .- V. Information 2003 Preservation Conference. Frank LaBreck provided a written and verbal report on the conference and its sessions. New nominations project. Amy Martin reported that she and Jackie Boler are working on nominations for 314 W 15th Street and 402 W 7th Street. LeDuc interpretation development and fund raising efforts. There will be a fund raiser involving tours of the house, a program and refreshments at city hall on November 16. Economic Development Commission - John Grossman reported that new guidelines would be proposed to Council for new commercial and multifamily construction. When Heritage Preservation properties would be involved the HPC guidelines will also apply. Future HPC staffing. John Grossman reported the Council had approved advertising a part-time position, combining HPC Staffand Planning assistant. City Website. Amy Martin will contact Stephanie Nomes, the City IT Director about helping with a preservation page. VI. Adjournment. Motion by Craft, second by LaBreck; motion carried. .- /,-... HASTINGS HERITAGE PRESERVATION COMMISSION Minutes of the Special Meeting of October 8, 2003 I. Quorum: Commissioners Boler, Goderstad, LaBreck, Sovik-Siemens and Wargo Staff: Grossman. Owners: Laura Most and her contractor, Michael Williams. II. Review of building permits and design proposals. ~ 222 W.7tb Street. Laura Most. Design application for removal and addition to back of house. Mr. Williams explained the scope and details of the work: removal of existing garage and construction of a one story addition including a screen porch, bedroom and new rear entrance with access ramp. Motion by Goderstad, second by Warg to approve with conditions listed; motion carried, 5-0. Conditions refer to the construction drawing submitted and in the file. (1) Four feet may be added to 20 foot N-S dimension of the addition. (2) Small garage windows on the west side of the garage will be used on the east side of the addition. (3) Two windows from north side of house to be used on west side of the addition. (4) Three or four new windows on the north side of the addition will all be the same height and have the four vertical mutins as on the original windows. There may be ''picture ftaming" around these windows. (5) An access ramp on the west side will have a railing to match the railing on the screen porch. Adjournment.
