January 13, 1975
The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, January 13, 1975 at 8:09 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Fischer, Erickson, Elliott, Schnirring,
Kramer, Latch Hallberg, Novak and ivIayor Petersen.
Members absent: None.
The meeting was called to order by the iv~yor.
The City Clerk administered the Oath of Office to the new iv1ayor
and Cowlcil Members.
Mayor Petersen presented the following Committees,
and upon motion of Councilman Latch, seconded by Councilman
Novak that these Committees be ratified by the Council. Ayes, 8;
Nayes, none.

Moved by Councilman Elliott, seconded by Council-
man Erickson to appoint Councilman Novak as the Acting il1ayor.
Ayes, Councilmen Fischer, Erickson, Elliott, Schnirring, Latch,
Hallberg and Novak; Nayes, Councilman Kramer.

The City Administrator reported to the City Council
that the appointment of City Employees was no longer required
under the Charter. When the Council hired an employee, that
employee served at the pleasure of the Council until the Council
took action to the contrary. As a result of this report the
Council took no action, with the understanding that employees that
are currently employees of the City will remain in their positions
until such time as the Council may take action to the contrary.

COlillci1man Novak moved, COlillcilman Schnirring
seconded to appoint Northwest Bank, First Federal and First
Ntiona1 Bank as the three designated depositories for City
Funds. Ayes, 6; Nayes, C01\mcilman Kramer. Councilman Novak
abstained. Motion carried.
Councilman Novak moved, Councilman Schnirring seconded
to appoint the Mississippi Valley Star as the official newspaper
for the City government of Hastings and that a policy should be
established that the rotation of the official newspaper should
occur every year, between the Mississippi Valley Star and The
Hastings Gazette. Ayes, 8; Nayes, none.
MOved by Councilman Hallberg, seconded by Councilman
Fischer, to appoint the firm of Toltz, King, Duvall, Anderson
and Associates, 1408 Pioneer Building, St. Paul, Mh. as the
Consulting Engineers for the City of Hastings. Ayes, 8; Nayes, O.
Councilman Latch introduced the following resolution
and moved its adoption:
RESOLlITION
BE IT RESOLVED, that it is fitting that this City
Council should note in its records the retirement of Councilmen
Ray Driscoll, Richard Collins, and James O'Connor along with its
gratefu eciation and thanks in behalf of the citizens of
this co it for their many years of faithful service.

Councilman Kramer moved, Councilman Schnirring seconded
to appoint Dr. H. J. Just as the Health Officer for the City of
Hastings, for the year of 1975. Ayes, 8; Nayes, none.
Councilman Novak moved, Councilman Fischer seconded,
to adopt the Resolution " Requesting the State of Minnesota to
consider keeping the State Hospital Operational" and not close
down the facility. Copy of said Resolution is on file in the
Administrator's Office. Ayes, 8; Nayes, none.
