Pebruary 18, 1975
The City Council of the City of Hastings, Minnesota met in a
regular meeting on Tuesday, February 18, 1975 at 8:00 o'clock P.M.
in the Council Chambers of the City Hall.
Members present: Councilmen Kramer, Erickson, Novak, Latch,
Schnirring, Elliott, Fischer and Mayor
Petersen.
Members absent: Councilman Hallberg.
The Minutes of the Meeting of February 3, 1975 were approved with
the following correction: The vote was omitted on the motion approving the
First Reading of the Amendment to the C-3 Zoning Ordinance concerning the
Special Use for Small Animal Clinics. The Minutes were corrected accordingly.
Councilman Latch moved, Councilman Schnirring seconded, 2nd READING OF
TO APPROVE THE Second Reading of the Amendment to the C-3 AMENDMENT TO C-3
Zoning Ordinance, concerning the Special Use for Small ZONING ORDINANCE
Animal Clinics.
Ayes, 7; Nayes, none.
Councilman Schnirring moved, Councilman Kramer DENY WILFORD
seconded, to deny the appeal of Wilford Lehmann the outdoor LEHMANN APPEAL
Storage on an impoundment lot for automobiles on Glendale Ave.
Ayes, 6; Nayes Councilman Novak, Motion carried.
Councilman Kramer moved, Councilman Fischer seconded, APPROVE PRE-
to approve the Pre-Application for the Community Development APPLICATION,COM.
Act as presented by the City Planner. DEV. ACT.
Ayes, 7 Nayes, none.
The Capital Improvements Budget was presented to the CAPITAL IMP. BUDGET
Council, the Council ordered that this Budget be put on file ON MARCH 3RD MEET-
and returned to the Council on the March 3rd meeting for ING
furtner discussion thereby allowing the Council time to review it.
Moved by Councilman Kramer, seconded by Councilman
Elliott to table the appeal of the Hastings Co-op Elevator
until the March 3rd meeting.

AMENDMENT TO
SEWER ORD.
Councilman Kramer moved, Councilman Erickson seconded, to
appoint the City of Hastings as Sponsor for the Federal Grant
to the Youth Action Council of the City of Hastings and to
further authorize the Mayor to sign the necessary application for
Grant action and to further appoint Wallace Erickson as the
Finance Officer to be charged with the responsibility for admin-
istrating the Federal Grant monies should it be approved.

Councilman Kramer moved, Councilman Fischer seconded, to
approve the first reading of an Amendment to Ordinance
#20, to include in the Ordinance the following:
NOW THEREFORE BE IT ORDAINED, by the City Council of the
City of Hastings, Minnesota as follows:
That Subdivision 2 of Section 12.70 be complied with and remain
in effect and that Subdivision 3 of Section 12.70 of the Hastings City Code
be amended by deleting that portion of said Subdivision appearing
above and prior to Subparagraph A by substituting therefore the
following:

Moved by Councilman Novak, seconded by Councilman Fischer
to accept the 1974 City of Hastings Financial Statement, presented
by the Finance Director and that it be put on the Agenda for
March 3rd so that the Council will have an opportunity to study
it and ask appropriate questions at that time.

Moved by Councilman Novak, Seconded by Councilman Latch
to waive the permit fee for the repair work done on the rear
portion of the City Hall.

Councilman Novak moved, Councilman Fischer seconded that
the City of Hastings decline to pay the additional charge of
$23,000 as presented by Loosen Company concerning the Monolithic
concrete pour in the Hastings Civic Arena.
Ayes, 7; Nayes, none.
The City Attorney informed the Council that the Smead Mfg.
Co. appeal of the assessments concerning the Downtown Parking
Lot had been withdrawn. No further action will be required.
The City Engineer presented the Council with a corrected copy
of the Assessment Policy that the Council had passed at a previous
meeting.
The City Engineer presented the Council with information
concerning the Highway Department Turnback Funding.
Moved by Councilman Novak, seconded by Councilman Kramer
to turn over to the Administrator the task of hiring, if necessary
a part-time person in the Street Dept., the Administrator to
come up with the necessary funds if available.

Councilman Novak moved, Councilman Elliott seconded
to approve the payment of the bill of O'Connor-Kranz in the
amount of $3,483.00.
