The City Cmmcil of the City of Hastings, ~nnesota met in a
regular meeting on Monday, ~~rch 3, 1975 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Kramer, Erickson, Novak, Latch,
Schnirring, Elliott, Hallberg and Mayor
Petersen.
Members absent: Councilwoman Fischer
The ~yor called for any corrections or amendments to the
Minutes of the meeting of February 18, 1975, there being none the
~nutes were approved as read.
~bved by Councilman Latch, seconded by Councilman
Hallberg, to approve the third and final reading of the Amend-
ment to the C-3 Zoning Ordinance allowing Small Animal Clinics
in a C-3 Zoning District by Special Use Permit. Copy of said
Amendment is on file in the City Administrator's Office.
Ayes, 7; Nayes, none.
Councilman Schnirring moved, Councilman Kramer
seconded to call for a Public Hearing on March 17, 1975 at
8:00 P.M. to hear the request for a Special Use Permit of
Dr. Dayton, 220 E. 2nd. St. Ayes, 7; Nayes, none.
The City Administrator reported to the Council that
Mr. Neil Lewis of the Hastings Co-op Elevator had requested a
two week delay for any action on the Elevator as per his letter
in the Packet. The Council agreed to hold the item over until
the Agenda of ~~rch 17, 1975.
Moved by Councilman Novak, seconded by Councilman
Latch to approve the preliminary Plat and Re-zoning for the
Sisters of Charity, 1st & Farm Streets and that the Sisters
of Charity be required to pay the fee that applies with the
dedication. Ayes, 7; Nayes, none.
The Council discussed briefly the Capital Improve-
ment Budget for 1975 thru 1979. It was suggested that this
be forwarded to the Agenda of March 17, 1975
The Mayor asked for connnents from the Audience. A
Petition was presented to the Council concerning Snomobiles
in the area of Ridge Lane and Louis Lane on 19th and 21st
Streets. After review of the Petition and listening to the
Petitioners, the Council referred this matter to the Staff for
study and reconnnendation to be brought to the Council on March
Councilman Kramer moved, Councilman Latch seconded,
to approve the Second Reading of the Amendment to the Sewer
Ordinance. Copy on file in Administrator's Office.
Ayes, 6; Nayes, Councilman Novak. Motion carried.
Moved by Councilman Schnirring, seconded by Council-
man Hallberg to approve the expenditure of $1,575 for the
purpose of sending James Cosby, Len Olson, and Daryl Plath to
the NTDS Staff Training Program to be conducted in late April
in the State of Minnesota. Ayes, 5; Nayes, Councilmen Latch
and Novak. Motion carried.
The Council reviewed the 1974 Financial Stat~nent.
It was suggested that if there are any additional questions to
be asked regarding it that the Council contact the Staff for
further information.

MOved by Councilman Schnirring, seconded by Council-
man Elliott to order Bids for a 1975 Squad car two separate ways:
1. With Trade-in, 2. Without Trade-in. The Bids to be opened
at 10:00 A.M. on ~hrch 17,1975 and Bid awarded at the Council
Meeting of ~rch 17,1975. Ayes, 6; Nayes, none.
Councilman Kramer departed the Council Chamber at
8:55 P.M. and returned at 8:59 P.M.
NEWSPAPER LITIGATION The letter was accepted by the Council from the City
LETTER ACCEPTED Attorney concerning the legal newspaper litigation which the
City is currently involved in.

URBAN FUNDING
The City Council accepted the report by the City
Attorney concerning the Ice Arena concrete slab issue which the
City currently is in arbi-ration over.
The City Engineer rendered a report to the Council
concerning Federal Aid Urban Funding. The Council accepted
the letter.
Councilman Novak introduced the following Resolution
and moved its adoption:
RESOLUTION REQUESTING REDISIGNATION OF TI-IE
CITI OF HASTINGS AS AN URBAN PLACE RATI-lER THAN
AS A PART OF TI-IE METROPOLITAN AREA IN REGARDS
F.A.U. FUNDING
A copy of said Resolution to be forwarded to the
T~anspDTtation Advisory Board of the Metropolitan Council.
Copy of Resolution is on file in the office of the
City Administrator.
Councilman Schnirring seconded the motion to adopt
the Resolution, the same was passed by the following vote:
Ayes, 7; Nayes, none.
The Mayor announced that the City Council will have
an early meeting on March 11, 1975 at 6:45 P.M. prior to the
Meeting to discuss the Improvements, in some detail, with the
Engineer before the formal meeting.
CERTIFY EXPENDITURE Mbved by Councilman Latch, seconded by Councilman
TO TAX ROLLS- Novak to certify $1,000, which is the cost for the demolition
DEM)LISH HOUSE of the house on the Virtue Mbore property, to the County for
M)QRE PROPERTI the purpose of certifying that expenditure to the property.
The property is located at 12th and Eddy Streets, Legal
description: Lot 8, Block 80, Original Town of Hastings.
Parcel No. on Tax Books 32150-080-80. Ayes, 7; Nayes, none.
MOved by Councilman Hallberg, seconded by Council-
to approve the bills as audited, checks to be issued
