The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, August 4, 1975 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Erickson, Latch, Schnirring, Elliott,
Fischer and ~~yor Petersen.
Members absent: Councilmen Kramer, Hallberg and Novak.
MOved by Councilman Schnirring, seconded by Councilman
Erickson, to approve the Home Occupation renewal permit for
Westwood Beauty Shop. Ayes, 5; Nayes, none.
Moved by Councilman Fischer, seconded by Councilman
Latch to adopt the Resolution approving the HRA Dakota County
Program of rental assistance to low Income Elderly and Family
Housing. Ayes, 5; Nayes, none. Copy of Resolution on file.
Moved by Councilman Fischer, seconded by Councilman
Schnirring to call for a Special Meeting of the Council to be
held on August 7, 1975 at 7:30 P.M. in the Council Chambers for
the purpose of discussing the Capital Improvements Program, par-
ticularly the Capital Improvements Program for 1976. Ayes, 5;
Nayes, none.
A report was given to the Council in regard to the
Planning Commission recommendation on the Animal Ordinance.
In view of the fact that the Council did not state any desire to
change the current Ordinance no action was taken on this proposal.
The Council accepted the Planning Commission's recommendation and
ordered it placed on file.

Moved by Councilman Erickson, seconded by Councilman REFER LI&NS CLUB
Fischer to refer to the Natural Resources Commission and to Mr. PARK AGREEMENT TO
Smith. of Amenity One, the Lions Club Park Agreement for review, NAT. RES. COM. &
to see wllether the proposed agreement fits in with the development AMENITY ONE
pattern as being proposed by Mr. Smith of Amenity One, and if it
is in agreement with the Natural Resource Commission. Ayes, 5;
Nayes, none.
Moved by Councilman Erickson, seconded by Councilman
Latch to call for a Public Hearing concerning the Burns & Enstad
proposal on Highway #55 for a zoning amendment. Hearing to be
held at 8:00 P.M. on August 18, 1975. Ayes, 5; Nayes, none.
Moved by Councilman Fischer, seconded by Councilman
Schnirring to approve the Gas Fitters License for Ervin Peine.
Ayes, 5; Nayes, none.
Randy Willhite of YAC gave a report concerning the
status of operation of YAC. The Council thanked him for his
report and ordered a copy to be placed on file in the City
Clerk's office.
The City Attorney recommended that the 2nd Reading to
amend the Liquor Ordinance concerning Wine Licenses for Restaur-
ants not be done at this time due to the fact there is some
question in regard to the proper wording in the current law and
clarification is being sought. The Mayor instructed the Admin-
istrator to carry over this item to the meeting of August 18th.
1ne City Attorney reviewed with the Council the pro-
cedures concerning the Mayor's veto on the Street Renaming
Ordinance. Due to the fact there were only five members of the
Council present the item was ordered to be forwarded to the next
Agenda of August 18th.

MEETING
The City Administrator informed the Council of the new
State law concerning the need to declare areas of public meeting
rooms for "Smoking" and "Non-Smoking" sections. After a discussion
the Council instructed the City Administrator to properly mark the
Council Chambers so that the southern half of the room, which in-
cluded the Council Chamber itself, to be declared the "Smoking"
section and the northern half of the room to be declared the
"Non-Smoking" section.
Moved by Councilman Latch, seconded by Councilman
Erickson to grant approval to the Minnesota Gas Company to park
its van parallel on Second Street in front of the Natural Gas
Company's building on August 8, 1975 from 9:30 A.M. to approxi-
mately 3:00 P.M. for the purpose of giving a Gas Cook-Out
demons tra tion. Ayes, 5; Nayes, none.
Moved by Councilman Latch, seconded by Councilman
Erickson to approve the two contracts and expenditures of funds
for the purpose of demolishing the Majeski building at a cost of
$1,095 and the demolition of the Honda building at a cost of
$3,500. Ayes, 5; Nayes, none.
Moved by Councilman Schnirring, seconded by Councilman
Fischer that the City of Hastings hereby creates the "Demolition Fund"
and this Fund be considered at budget time for funding purposes in
the 1976 budget. Ayes, 5; Nayes, none.
Moved by Councilman Elliott, seconded by Councilman
Latch to accept the four acres of the Nowicki property, which is
south of the Vermillion River and is connected with the Vermillion
River Control Project. These four acres being given to the City
free are hereby to be included in any obligation in platting of that
prope}y that may be requested by Mr. Nowicki in the future.

Moved by Councilman Fischer, seconded by Councilman
Schnirring to approve the partial payment to Frazer Const. Company
for 1975 Construction Projects in the sum of $13,482.67 and
$18,309.15. Ayes, 5; Nayes, none.
Moved by Councilman Latch, seconded by Councilman
Schnirring to adopt the Resolution approving the MlID Signal Maint-
tenance Agreement between the State of Minnesota Highways for the
Signal on 4th Street & 1H #61 and the City of Hastings. Copy of
Agreement on file. Ayes, 5; Nayes, none.
Moved by Councilman Latch, seconded by Councilman
Schnirring to approve the Engman Labs Company to conduct the testing
of the private wells in East Hastings area. Ayes, 5; Nayes, none.
Mayor Petersen announced that there was a member on the
HRA Corrnnission who is resigning, Mr. Paul We1shons, and anyone in-
terested in filling that vacancy please contact the Administrator's
office or the Mayor.
The Mayor reviewed the letter from the Ice Arena Manager
concerning matting in the Ice Arena for the 1975-1976 skating season;
and requested that this item be put on the Agenda for the next
regular meeting of the Council on August 18th.
RESOLUTION #37-75 Moved by Councilman Fischer, seconded by Councilman
PETITIONS FOR ANNEX-Schnirring to adopt the Resolution regarding the Petitions for
ATION Annexation to the City of Hastings and that a copy of this Resolution
be delivered to the Marshan Town Board Chairman. Ayes, 4;
Nayes, Councilman Elliott. Copy of Resolution on file in City office.
